Pavement Management Report <br />P a g e | 4 <br /> <br /> <br /> <br />More extreme rehabilitation projects are needed to restore projects in the Marginal category. <br />For pavements in the upper range of the category, mill and overlays are recommended. <br />Roadways that fall into the lower range of the Marginal category usually require a more <br />thorough rehabilitation. Pavement reclamation or full depth mill/overlay is usually needed to <br />adequately repair road at this point. Prior to any mill and overlay or bituminous removal and <br />replacement, pavement coring is strongly recommended to determine if the pavement base <br />structure is in good enough condition to support the intended project. If there are issues in the <br />base and subgrade layers, many pavement preservation methods are not feasible. <br />Reconstruction is recommended to be performed on streets that fall into the Problem category. <br />Usually, roads in this condition have deteriorated beyond the point where any other <br />maintenance activity is cost effective. Again, pavement coring is recommended prior to any <br />design work to determine the appropriate maintenance project. Reconstruction can also help to <br />address subsurface issues such as drainage or increase in traffic capacity. <br />As pavement deteriorates, certain maintenance strategies are no longer feasible. It is important <br />to address minor distresses before they become worse. Pavement maintenance solutions get <br />exponentially more expensive as the roadways degrade so performing routine maintenance is <br />crucial. Preventative maintenance is the most cost-effective solution for cities looking to <br />maximize their budget and keep their roads in good condition. <br />Appendix A features a PCI map and Appendix B lists the PCI of each surveyed segment.
