1 <br /> <br />WS – Item #2 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 2 <br /> <br /> <br />Date: November 7, 2022 <br /> <br />To: City Council <br /> <br />From: Kendra Lindahl and Kevin Shay, Landform <br /> <br />Re: Zoning Ordinance Text and Map Amendment Review <br /> <br /> <br />BACKGROUND <br /> <br />On March 8, 2021, the City Council authorized Landform to update the City’s Zoning Ordinance <br />and Zoning Map. This is one of the steps required to implement the 2040 Comprehensive Plan <br />that was adopted by the City Council on November 9, 2020. <br /> <br />On May 12, 2021, the Planning & Zoning Board (P&Z Board) kicked off this effort with a <br />discussion of Planned Unit Developments (PUD). The P&Z had a robust discussion about the <br />purpose and intent of PUDs and provided direction to staff about desired changes to the <br />ordinance. <br /> <br />On June 9, 2021, the P&Z Board reviewed the first draft of the changes to the general provisions <br />section. P&Z provided input to staff about the proposed revisions to the ordinance. <br /> <br />On August 11, 2021, the P&Z Board reviewed the first draft of the Planned Unit Development <br />section of the ordinance. The P&Z Board provided feedback regarding the proposed changes to <br />the ordinance. <br /> <br />On October 4, 2021, staff provided an update on the project at the Council work session. <br /> <br />On October 13, 2021, the P&Z Board reviewed the first draft of the zoning district sections of <br />the ordinance. The P&Z provided feedback about the proposed changes and provided input on <br />other potential changes to the ordinance. <br /> <br />On November 10, 2021, the P&Z Board reviewed driveway width, impervious surface area, <br />brew pub locations, garage area, side yard setbacks and porch depth to provide and input and <br />recommendations on changes to the ordinance. <br /> <br />On January 12, 2022, the P&Z Board reviewed the administrative section and provided input on <br />the proposed changes to clean up and refine the section. <br />
