2 <br /> <br />On February 9, 2022, the P&Z Board reviewed the new zoning districts, agritourism and liquor <br />uses to provide input and recommendations on changes to the ordinance. <br /> <br />On March 30, 2022, the P&Z Board held a work session to review the draft zoning map changes <br />and provided feedback on the proposed changes. <br /> <br />On April 13, 2022, the P&Z Board received an update on some key items including indoor <br />storage, agritourism, mead, garage size and the urban transition (now called future urban <br />development) district. <br /> <br />On June 22, 2022, the P&Z Board discussed rural clusters, the future urban development district <br />and architecture standards. <br /> <br />On July 13, 2022, the P&Z Board reviewed updated information on rural clusters and <br />architecture standards and provided input. <br /> <br />On August 10, 2022, the P&Z Board reviewed the full draft of the zoning ordinance and <br />provided input. <br /> <br />On September 14, 2022, the P&Z Board held the public hearing for the zoning ordinance and <br />provided additional input on the draft ordinance. <br /> <br />On October 3, 2022, staff provided an update on the draft zoning ordinance to the Council. <br /> <br />On October 12, 2022, the P&Z Board held the public hearing for the zoning map update and <br />provided input on the proposed map changes. <br /> <br />PLANNING & ZONING BOARD REVIEW <br /> <br />The Planning & Zoning Board held a public hearing and reviewed the zoning map at their <br />October 12th meeting. There were several members of the public present to speak on the item. <br />The resident concerns were primarily focused on the proposed FUD (Future Urban <br />Development) district. The Planning & Zoning Board recommended approval of the zoning map <br />with the removal of the FUD district. <br /> <br />The FUD district is exactly the same as the R (Rural) district in terms of allowed uses and <br />setbacks. The only difference is that the minimum lot size is increased from 10 to 20 acres, as a <br />tool to retain large lots until development is proposed. This was one of the implementation items <br />in the 2040 Comprehensive Plan. The City Council should provide feedback on the FUD district. <br /> <br />ANALYSIS <br /> <br />Minnesota Statutes §473.864 and §473.865 of the Metropolitan Land Planning Act, requires the <br />City to review its official controls and amend, as necessary, any that conflict with the <br />plan. The statutes require that the zoning map be consistent with the land use map. <br />
