CITY COUNCIL <br />AGENDA ITEM 1J <br />STAFF ORIGINATOR: Sarah Cotton, City Administrator <br />MEETING DATE: November 14, 2022 <br />TOPIC: Consider Resolution No. 22-134, Submitting a List of Eligible <br />Nominees to Anoka County for the Open Manager Position on <br />the Rice Creek Watershed District Board of Managers <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The City Council is being asked to consider Resolution No. 22-134, Submitting a List of <br />Eligible Nominees to Anoka County for the Open Manager Position on the Rice Creek <br />Watershed District Board of Managers. <br />BACKGROUND <br />The City Council reviewed the Rice Creek Watershed District appointment process at the <br />November 7t' Work Session. <br />Pursuant to Minnesota Statute § 103B.227, Anoka County has published a notice detailing a <br />vacancy will occur on the Rice Creek Watershed District Board of Managers due to the <br />expiration on January 17, 2023, of the term of Patricia Preiner, City of Columbus. Persons <br />interested in being appointed to serve on the Board of Managers may submit their names for <br />consideration to the Anoka County Board of Commissioners, the appointing authority. <br />In appointing a manager to the Rice Creek Watershed District, Minnesota Statute § 103D.31 I is <br />also applicable. This statute requires a county board, upon the expiration of a term, to appoint <br />managers for a watershed district from an aggregate list of three or more persons nominated <br />jointly or severally by the towns and municipalities within the district if a list(s) is submitted 60 <br />days before the mangers term expires. In absence of a valid list of nominees, the Anoka County <br />Board may appoint any voting resident of the RCWD who is not a public officer of the county, <br />state or federal government and who otherwise complies with the requirements and terms of <br />Minnesota Statute § 103D.311. In order for the county to accept nominations for the expiring <br />term, they must be received by November 18, 2022. <br />Lino Lakes resident, Scott Robinson (8179 4th Avenue), has expressed interested in serving on <br />the Rice Creek Watershed District Board of Managers and has been informed of the Anoka <br />County application process. <br />Based on discussions with other municipalities who wish to have representation on the Rice <br />Creek Watershed Board of Managers, the cities of Circle Pines, Blaine, and Fridley will also be <br />nominating an individual. <br />
