COUNCIL MINUTES <br />DRAFT <br />1 <br /> 1 <br />LINO LAKES CITY COUNCIL 2 <br />REGULAR MEETING 3 <br />MINUTES 4 <br /> 5 <br />DATE : November 14, 2022 6 <br />TIME STARTED : 6:30 p.m. 7 <br />TIME ENDED : 6:53 p.m. 8 <br />MEMBERS PRESENT : Councilmember Stoesz, Ruhland, Cavegn and 9 <br /> Mayor Rafferty 10 <br />MEMBERS ABSENT : Councilmember Lyden 11 <br />Staff members present: City Administrator Sarah Cotton; Finance Director Hannah Lynch; 12 <br />Community Development Director Michael Grochala; City Engineer Diane Hankee; Director of 13 <br />Public Safety John Swenson; City Clerk Julie Bartell 14 <br /> 15 <br />PUBLIC COMMENT 16 <br />Jessica Friedman, and daughter Abby, addressed the council on the City’s playground program – it’s 17 <br />been a huge benefit in their lives and they would like it to come back. Abby added that the program 18 <br />was great for building community and getting to know other kids; she always looked forward to 19 <br />having a job with the program when she became a teenager. Mayor Rafferty remarked that 20 <br />programs are available and are being developed through The Rookery. 21 <br />SETTING THE AGENDA 22 <br />The agenda was approved as presented. 23 <br />CONSENT AGENDA 24 <br />Councilmember Ruhland moved to approve the Consent Agenda, Items 1A through 1K as 25 <br />presented. Councilmember Cavegn seconded the motion.
