Consider Resolution <br /> 44 No. 22-144, Adopting the Final 2022 Tax Levy, Collectible in 2023; ii. Consider Resolution No. 22- <br /> 45 145, Adopting the Final 2023 General Fund Operating Budget; iii. Consider Resolution No. 22-146, <br /> 46 Adopting the 2023 Rookery Activity Center Fund Budget; iv. Consider Resolution No. 22-147, <br /> 47 Adopting the 2023 Enterprise Funds Operating Budgets; v. Consider Resolution No. 22-159, <br /> 48 Adopting the 2023 Capital Equipment Fund Budget—Finance Director Lynch reviewed a PowerPoint <br /> 49 presentation that included information on the following: <br /> 50 - Budget work is in progress most of the year including five sessions of review by the council for <br /> 51 this year's budget; <br /> 52 - Tax Levy(Operating)—includes several elements; <br /> 53 - General Fund Budget <br /> 54 - Operating Levy and Debt Levy equalls Total Levy; <br /> 55 - Tax Capacity and Rate; <br /> 56 - Total Tax Rate (includes accumulation with other taxing districts); <br /> 57 - Proposed Taxes for 2023; <br /> 58 - Median Tax Comparison; <br /> 59 - Other Budget Approvals—Rookery, Capital Equipment, Enterprise Funds. <br /> 60 Mayor Rafferty opened the public hearing <br /> 61 There being no one present wishing to speak,the public hearing was closed. <br /> 62 Councilmember Lyden noted the total tax levy and asked about a comparison to previous years. Ms. <br /> 63 Lynch noted last year's tax rate (less than the current). Councilmember Lyden remarked that the <br /> 64 council has worked hard and he feels the budget before the council is conservative while meeting the <br /> 65 needs of the community. Mayor Rafferty concurred. <br /> 66 Councilmember Lyden moved to approve Resolution No. 22-144 as presented. Councilmember <br /> 67 Ruhland seconded the motion. Motion carried on a voice vote. <br /> 68 Councilmember Cavegn moved to approve Resolution No. 22-145 as presented. Councilmember <br /> 69 Ruhland seconded the motion. Motion carried on a voice vote. <br /> 70 Councilmember Stoesz moved to approve Resolution No. 22-146 as presented. Councilmember <br /> 71 Cavegn seconded the motion. Motion carried on a voice vote. <br /> 72 Councilmember Ruhland moved to approve Resolution No. 22-147 as presented. Councilmember <br /> 73 Lyden seconded the motion. Motion carried on a voice vote. <br /> 74 Councilmember Lyden moved to approve Resolution No. 22-159 as presented. Councilmember <br /> 75 Cavegn seconded the motion.
