COUNCIL MINUTES <br /> APPROVED <br /> 76 2B) Consider Resolution No. 22-148, Committing General Fund Balance—Finance Director <br /> 77 Lynch explained that the resolution recommends that certain 2022 budgeted funds be committed to a <br /> 78 purchase of fire equipment that will occur in 2023. <br /> 79 Councilmember Lyden moved to approve Resolution No. 22-148 as presented. Councilmember <br /> 80 Ruhland seconded the motion. Motion carried on a voice vote. <br /> 81 2C) Consider Resolution No. 22-157,Amending the 2022 General Fund Operating Budget— <br /> 82 Finance Director Lynch explained that this is an annual process that ensures that the previous year's <br /> 83 budget is thoroughly considered. She noted the amount of reserve use that will be required to balance <br /> 84 the budget. <br /> 85 Councilmember Ruhland moved to approve Resolution No. 22-157 as presented. Councilmember <br /> 86 Cavegn seconded the motion. Motion carried on a voice vote. <br /> 87 ADMINISTRATION DEPARTMENT REPORT <br /> 88 3A) Consider 2nd Reading and Adoption of Amendments to the Lino Lakes Code of <br /> 89 Ordinances: i. Ordinance No. 05-22,Amending Chapter 701 regarding Liquor Licensing; ii. <br /> 90 Ordinance No. 06-22,Amending Chapter 602 regarding Tobacco Products—City Clerk Bartell <br /> 91 explained that the two ordinances being submitted for consideration were approved for Pt reading at <br /> 92 the last meeting. The ordinances would amend the section of the City Code that relate to liquor and <br /> 93 tobacco regulations. The amendment provides for some updating and also new language relating to <br /> 94 compliance, violations, and penalties. The new language mirrors what the council has approved for <br /> 95 the cannabinoid regulations. Staff is requesting approval of the 2nd reading and adoption of the two <br /> 96 ordinances. <br /> 97 Councilmember Lyden moved to waive the full reading of Ordinances No. 05-22 and No. 06-22 as <br /> 98 presented. Councilmember Cavegn seconded the motion. Motion carried on a voice vote. <br /> 99 Councilmember Cavegn moved to approve the 2nd Reading and Adoption of Ordinances No. 05-22 <br /> 100 and No. 06-22 as presented. Councilmember Ruhland seconded the motion. Motion carried; Yays, <br /> 101 5;Nays none. <br /> 102 iii. Consider Resolution No. 22-150 and No. 22-151 , Authorizing Summary Publication of <br /> 103 Ordinances <br /> 104 Councilmember Stoesz moved to approve Resolution No. 22-150 and No. 22-151 as presented. <br /> 105 Councilmember Ruhland seconded the motion. Motion carried on a voice vote. <br /> 106 This matter included the council recognizing the services of City Clerk Bartell upon her pending <br /> 107 retirement. The city clerk expressed her thanks for the great opportunity of serving the City. <br /> 108 3B) Consider Appointment of Community Service Officer—Human Resources and <br /> 109 Communications Manager Sawyer reviewed her written staff report recommending the appointment <br /> 110 of Justin O'Brien. The report included Mr. O'Brien's qualifications. <br /> 111 Councilmember Cavegn moved to approve the appointment of Justin O'Brien as recommended. <br /> 112 Councilmember Lyden seconded the motion. Motion carried on a voice vote. <br /> 113 3C) Consider Resolution No. 22-155,Authorizing the Appointment of Hannah Lynch as <br /> 114 Interim City Clerk—City Administrator Cotton explained that staff is recommending the <br /> 115 appointment of Hannah Lynch to assist in carrying out the functions of City Clerk when that position <br /> 116 is vacated at the end of the year. <br /> 3 <br />
