DISCUSSION <br />Staff is requesting Environmental Board comments on the following questions. <br /> <br />Question 1: Should the City continue requiring boulevard tree planting? <br /> Considerations: <br />• Expense. <br />• Benefits provided by the trees <br /> <br />When boulevard trees are removed by the City, they are replaced as soon as budget allows. This <br />is not a requirement of the City, but a service that is being provided to the community in <br />recognition of the benefits that trees provide. The trees are replaced with funds from the City’s <br />forestry budget. <br />Question 2: Should the City continue the practice of replacing boulevard trees that have <br />been removed? <br />Considerations: <br />• Expense. <br />• Potential loss of benefits provided by if trees aren’t replaced. <br /> <br />There are occasions in which a resident may not want to have the boulevard tree replaced. They <br />may be interested in selecting their own species, may want to install some landscaping that a tree <br />might compete with, or they may not want a tree in that location for another reason. <br />Question 3: Should a resident have the choice to opt-out of a replacement if the boulevard <br />tree associated with their property is removed? <br /> Considerations: <br />• Future homeowners may want a boulevard tree. The site conditions may no <br />longer be conducive to planting a tree at that time. <br />• Opt-out option provides more flexibility to residents who have a specific tree <br />species or landscaping plan in mind for their yard. <br />• Providing the opt-out option can minimize potential conflicts with residents who <br />would rather not participate in the program. <br />• The City would not be cutting down healthy trees to facilitate the opt-out option.
