ENVIRONMENTAL BOARD
AGENDA ITEM 7B

STAFF ORIGINATOR: Andy Nelson
MEETING DATE: January 25th, 2023
REQUEST: Discussion Only
TOPIC: Rice Creek Watershed District Community Resilience
Building Workshops Invitation

INTRODUCTION
The Rice Creek Watershed District is holding a series of workshops aimed at improving
community resilience to increased storm frequency and intensity. Invitations to the workshops
are being sent to key decision makers in local government, members of boards and commissions,
public safety representatives, community planners, nonprofit groups, etc. If there is interest in
participating in this voluntary process, a representative from the Environmental Board can
attend.

BACKGROUND
The Rice Creek Watershed District received a community resilience planning grant from the
Minnesota Pollution Control Agency to understand how to reduce the risk of impacts due to
changes in precipitation patterns. Part of the process includes workshops that have the goal of
identifying community vulnerabilities and strengths, actions to improve resilience, priorities, and
an implementation timeline. RCWD is collaborating with Freshwater to develop and host the
workshops.

The following invitation letter has more information:
The Rice Creek Watershed District is hosting two community resilience building (CRB)
workshops, and I’d love for you to consider attending. Community Resilience Building is a
unique, “anywhere at any scale”, community-driven process, rich with information, experience,
and dialogue, where participants identify top hazards, current strengths, challenges, and priority
actions to improve community resilience for all hazards today, and in the future. These
workshops will help the Rice Creek Watershed District and the cities, counties and organizations
