CITY COUNCIL <br /> AGENDA ITEM 1D <br /> STAFF ORIGINATOR: Sarah Cotton, City Administrator <br /> MEETING DATE: January 23, 2023 <br /> TOPIC: Consider Resolution No. 23-05, Approving a Massage Enterprise <br /> License for Allure Salon & Spa and an Individual Massage License <br /> for Alicea White, Allure Salon & Spa <br /> VOTE REQUIRED: 3/5 <br /> INTRODUCTION <br /> The City Council is being asked to consider Resolution No. 23-05, Approving a Massage <br /> Enterprise License for Allure Salon & Spa and an Individual Massage License for Alicea White, <br /> Allure Salon & Spa. <br /> BACKGROUND <br /> City Code, Chapter 616, regulates therapeutic massage enterprises and individuals who wish to <br /> practice massage therapy in the City. The City has received the following applications: <br /> • Therapeutic Massage Enterprise License Application — Allure Salon & Spa, 6511 Ware <br /> Rd, Kristina Mohlin <br /> • Individual Therapeutic Massage License Application—Alicea White, Allure Salon& Spa <br /> The license applications were reviewed by Administrative staff in regard to the information <br /> required for issuance. Licensees are required to provide identification, to submit verification of <br /> proof of accreditation and worker's compensation insurance, if applicable, as well as pay <br /> appropriate fees. <br /> Under city policy, applicants applying for the enterprise or individual massage licenses are <br /> required to undergo a background investigation. The Lino Lakes Public Services Department <br /> performs the investigations and reports any information that would make applicants ineligible for <br /> the license. The background investigation has been completed and the Public Safety Department <br /> reports no reason to deny the Enterprise License for Allure Salon& Spa or the Individual <br /> License for Alicea White, Allure Salon & Spa. <br /> RECOMMENDATION <br /> Consider Resolution No. 23-05, Approving a Massage Enterprise License for Allure Salon& Spa <br /> and an Individual Massage License for Alicea White, Allure Salon& Spa <br />
