CITY COUNCIL WORK SESSION <br />DRAFT <br /> 1 <br />LINO LAKES CITY COUNCIL 1 <br />WORK SESSION 2 <br />MINUTES 3 <br /> 4 <br />DATE : January 9, 2023 5 <br />TIME STARTED : 6:00 p.m. 6 <br />TIME ENDED : 6:28 p.m. 7 <br />MEMBERS PRESENT : Councilmember Stoesz, Lyden, Ruhland, Cavegn, 8 <br />Mayor Rafferty 9 <br />MEMBERS ABSENT : 10 <br />Staff members present: City Administrator Sarah Cotton; Community Development Director 11 <br />Michael Grochala; City Planner Katie Larsen; Director of Public Safety John Swenson 12 <br /> 13 <br />1. Sunset/Main Street Roundabout – Community Development Director Grochala 14 <br />reviewed his written staff report. Construction of a roundabout at Sunset and Main Street is 15 <br />proposed in 2024. Federal funding is pending for the project. There is a “virtual” open house 16 <br />where people can review the proposed concept and information; there will also be an open house 17 <br />at Sunrise Elementary on January 25, 2023. The federal funds will take care of most costs and 18 <br />the City will be splitting drainage and lighting costs with the City of Blaine. Mr. Grochala shared 19 <br />information about other upcoming projects proposed for 2024 and 2025 including the County 20 <br />Road J/35E interchange. 21 <br /> 22 <br />2. 2023 Annual Appointments – City Administrator Cotton reviewed her written staff 23 <br />report outlining 2023 appointments; Councilmembers should discuss whether to interview both 24 <br />incumbents and new applicants or just new applicants, as well as schedule a date for the 25 <br />interviews. After discussion, the Council decided not to interview for Environmental Board and 26 <br />Park Board but to review the applications. Administrator Cotton will send applications and 27 <br />schedule interviews for the Planning and Zoning Board. Mayor Rafferty suggested interviews be 28 <br />conducted on January 30, 2023. 29 <br /> 30 <br />3. Review Regular Agenda of January 9, 2023 31 <br /> 32 <br />Consent Agenda – Mayor Rafferty reviewed various expenditure items including, signage at the 33 <br />Rookery, and reimbursements related to road construction at Elmcrest. Director Grochala noted 34 <br />the reimbursement is related to sanitary sewer as they will connect to the Met Council and a 35 <br />vault is required. The City will reimburse the contractor, and the Met Council will reimburse the 36 <br />City for those costs. 37 <br /> 38 <br />Mayor Rafferty spoke about a new door at Sunset Park which is spendy at $5,700. 39 <br /> 40 <br />Item 3A, 2023 Annual Appointments – Administrator Cotton is not recommending changes to the 41 <br />appointments from 2022. Mayor Rafferty inquired as to the process for EDA Annual Appointments 42 <br />and stated that in the past they have rotated the appointments. 43 <br /> 44 <br />Item 3B, Consider Resolution No. 23-08, Approving the 2023-2024 Labor Agreement with 45 <br />LELS, Local No. 299 – Administrator Cotton noted that LELS voted in favor of the terms of 46
