Consider Resolution 43 No. 22-144, Adopting the Final 2022 Tax Levy, Collectible in 2023; ii. Consider Resolution No. 22-44 145, Adopting the Final 2023 General Fund Operating Budget; iii. Consider Resolution No. 22-146, 45 Adopting the 2023 Rookery Activity Center Fund Budget; iv. Consider Resolution No. 22-147, 46 Adopting the 2023 Enterprise Funds Operating Budgets; v. Consider Resolution No. 22-159, 47 Adopting the 2023 Capital Equipment Fund Budget – Finance Director Lynch reviewed a PowerPoint 48 presentation that included information on the following: 49 - Budget work is in progress most of the year including five sessions of review by the council for50 this year’s budget;51 -Tax Levy (Operating) – includes several elements;52 - General Fund Budget53 - Operating Levy and Debt Levy equalls Total Levy;54 -Tax Capacity and Rate;55 -Total Tax Rate (includes accumulation with other taxing districts);56 - Proposed Taxes for 2023;57 - Median Tax Comparison;58 - Other Budget Approvals – Rookery, Capital Equipment, Enterprise Funds.59 Mayor Rafferty opened the public hearing 60 There being no one present wishing to speak, the public hearing was closed. 61 Councilmember Lyden noted the total tax levy and asked about a comparison to previous years. Ms. 62 Lynch noted last year’s tax rate (less than the current). Councilmember Lyden remarked that the 63 council has worked hard and he feels the budget before the council is conservative while meeting the 64 needs of the community. Mayor Rafferty concurred. 65 Councilmember Lyden moved to approve Resolution No. 22-144 as presented. Councilmember 66 Ruhland seconded the motion. Motion carried on a voice vote. 67 Councilmember Cavegn moved to approve Resolution No. 22-145 as presented. Councilmember 68 Ruhland seconded the motion. Motion carried on a voice vote. 69 Councilmember Stoesz moved to approve Resolution No. 22-146 as presented. Councilmember 70 Cavegn seconded the motion. Motion carried on a voice vote. 71 Councilmember Ruhland moved to approve Resolution No. 22-147 as presented. Councilmember 72 Lyden seconded the motion.
