Consider Resolution 43 <br />No. 22-144, Adopting the Final 2022 Tax Levy, Collectible in 2023; ii. Consider Resolution No. 22-44 <br />145, Adopting the Final 2023 General Fund Operating Budget; iii. Consider Resolution No. 22-146, 45 <br />Adopting the 2023 Rookery Activity Center Fund Budget; iv. Consider Resolution No. 22-147, 46 <br />Adopting the 2023 Enterprise Funds Operating Budgets; v. Consider Resolution No. 22-159, 47 <br />Adopting the 2023 Capital Equipment Fund Budget – Finance Director Lynch reviewed a PowerPoint 48 <br />presentation that included information on the following: 49 <br />- Budget work is in progress most of the year including five sessions of review by the council for50 <br />this year’s budget;51 <br />-Tax Levy (Operating) – includes several elements;52 <br />- General Fund Budget53 <br />- Operating Levy and Debt Levy equalls Total Levy;54 <br />-Tax Capacity and Rate;55 <br />-Total Tax Rate (includes accumulation with other taxing districts);56 <br />- Proposed Taxes for 2023;57 <br />- Median Tax Comparison;58 <br />- Other Budget Approvals – Rookery, Capital Equipment, Enterprise Funds.59 <br />Mayor Rafferty opened the public hearing 60 <br />There being no one present wishing to speak, the public hearing was closed. 61 <br />Councilmember Lyden noted the total tax levy and asked about a comparison to previous years. Ms. 62 <br />Lynch noted last year’s tax rate (less than the current). Councilmember Lyden remarked that the 63 <br />council has worked hard and he feels the budget before the council is conservative while meeting the 64 <br />needs of the community. Mayor Rafferty concurred. 65 <br />Councilmember Lyden moved to approve Resolution No. 22-144 as presented. Councilmember 66 <br />Ruhland seconded the motion. Motion carried on a voice vote. 67 <br />Councilmember Cavegn moved to approve Resolution No. 22-145 as presented. Councilmember 68 <br />Ruhland seconded the motion. Motion carried on a voice vote. 69 <br />Councilmember Stoesz moved to approve Resolution No. 22-146 as presented. Councilmember 70 <br />Cavegn seconded the motion. Motion carried on a voice vote. 71 <br />Councilmember Ruhland moved to approve Resolution No. 22-147 as presented. Councilmember 72 <br />Lyden seconded the motion.
