The applicant <br />is requesting approval of a conditional use permit to place approximately 71,000 cubic yards <br />(CY) of suitable fill material on the site for use during future industrial development. The <br />stockpiles are proposed to be up to 15 feet higher than the existing grade of the site. Three <br />separate stockpiles are proposed. <br /> <br />On January 5, 2023, a new City zoning ordinance went into effect. Earth Moving and Land <br />Reclamation is now processed as an interim use permit (IUP). Since the application was
