2 <br />• Conditional Use Permit Amendment <br />• Site and Building Plan Review <br /> <br />This staff report is based on the followings plan sets: <br /> <br />• Boundary Survey prepared by Sunde Land Surveying dated February 9, 2023 <br />• Civil Plan Set prepared by Larson Engineering, Inc. dated February 7, 2023 <br />• Parking Lot Cross Section of Parking Lot prepared by Larson Engineering, Inc. <br />dated February 7, 2023 <br />• Stormwater Calculations prepared by Larson Engineering, Inc. dated February 7, <br />2023 <br />• Geotechnical Evaluation Report prepared by Braun Intertec dated December 22, <br />2022 <br /> <br />ANALYSIS <br /> <br />Background <br /> <br />The Centennial Middle School was constructed in 1997. The project will include the <br />construction of a new parking lot at the location of the existing tennis courts on the south <br />side of the school. Eight (8) new tennis courts will be constructed in the existing parking <br />lot located southeast of the school. The tennis courts will also be striped for pickleball. A <br />stormwater management basin will be constructed on the west side of the new parking <br />lot. <br /> <br />Existing Site Conditions <br /> <br />The existing site contains the Centennial Middle School, Blue Heron Elementary School <br />and associated parking lot and athletic fields. <br /> <br />Per the Geotechnical Evaluation Report prepared by Braun Intertec, dated December 22, <br />2022, native soils in the area consist of very fine-to medium-grained sand. Groundwater <br />was not observed at 11 foot boring depths. <br /> <br />Zoning and Land Use <br /> <br />The property is zoned PSP, Public and Semi-Public and allows for schools with a <br />conditional use permit. <br /> <br />Current Zoning PSP, Public and Semi-Public <br />Current Land Use Public School <br />Future Land Use per CP Civic/Institutional <br />Utility Staging Area 1A=2018-2025 <br />
