COUNCIL MINUTES <br />DRAFT <br />2 <br />Finance Director Lynch gave a summary of her written report noting the City Council reviewed the 47 <br />plan at their last work session and no changes have been made since that time. Staff recommends 48 <br />holding a public hearing and considering Resolution No. 23-18. 49 <br /> 50 <br />Mayor Rafferty opened the public hearing at 6:35 p.m. There being no one present wishing to speak, 51 <br />the public hearing was closed. 52 <br /> 53 <br />Councilmember Lyden moved to accept Resolution No. 23-18 as presented. Councilmember Ruhland 54 <br />seconded the motion. Motion carried on a voice vote. 55 <br /> 56 <br />ADMINISTRATION DEPARTMENT REPORT 57 <br />A) Consider Appointment of Police Officer, Meg Sawyer – Human Resources and 58 <br />Communications Manager Sawyer gave a summary of her written report noting the Council should 59 <br />consider appointment of Spencer Baldwin to a vacant police officer position. She gave history and 60 <br />background of Mr. Baldwin noting he would start the position on March 6, 2023. 61 <br /> 62 <br />Councilmember Ruhland moved to approve the appointment of Spencer Baldwin as recommended. 63 <br />Councilmember Lyden seconded the motion. Consider Approval of Resolution No. 23-16, Approving Construction Services Contract 74 <br />with WSB & Associates 75 <br /> 76 <br />Public Services Director DeGardner gave a summary of his written report noting in September 2022 77 <br />the Council approved the specifications and authorized advertiement for bids, of which 8 were 78 <br />received. The low bid came in by Dimke Excavating and is being recommended for award with 79 <br />funding through the dedicated parks fund. Mr. DeGardner noted WSB and Associates has submitted a 80 <br />proposal to complete the construction services and shared about costs. Staff recommends adoption of 81 <br />Resolutions No. 23-15 and No. 23-16. 82 <br /> 83 <br />Councilmember Stoesz moved to approve Resolutions No. 23-15 and No. 23-16 as presented. 84 <br />Councilmember Lyden seconded the motion.
