Consider Resolution No. 23-11, Approving Site Performance Agreement 96 <br /> 97 <br />Kelsey Gelhar of WSB and Associations gave a presentation on screen regarding the Phelps Road 98 <br />location. The Applicant’s proposal is to stockpile suitable fill material and altogether the stockpiles 99 <br />would be 4.81 acres in area, 14-15 feet high, with about 71,000 cubic yards of material. She showed 100 <br />plans on screen noting the Planning and Zoning Board held a public hearing, there were no public 101 <br />comments, and the Board recommended approval with a 5-0 vote. 102 <br /> 103 <br />Councilmember Ruhland asked if there were comments from the Environmental Board. Ms. Gelhar 104 <br />replied Environmental Coordinator Nelson reviewed it and had comments about seed type and erosion 105 <br />control, and construction access. 106 <br /> 107 <br />Councilmember Stoesz asked about drainage on the property and whether it would drain towards main 108 <br />street. Ms. Gelhar noted the drainage moves south and the Applicant is not changing where it is 109 <br />going, but rather starting at a higher point. 110 <br /> 111 <br />Mark Smith, 2120 Otter Lake Drive, noted there are no immediate plans for development, however 112 <br />there is a concept of two office/warehouse buildings and another tenant looking to expand. He noted 113 <br />they are getting ready for when someone has a need. 114 <br /> 115 <br />Councilmember Stoesz moved to approve Resolutions No. 23-10 and No. 23-11 as presented. 116 <br />Councilmember Ruhland seconded the motion. Consider Approval of Resolution No. 23-12, Accepting Bids, Awarding a 120 <br />Construction Contract 121 <br /> 122 <br />ii. Consider Approval of Resolution No. 23-13, Approving Construction Services 123 <br />Contract with WSB & Associates 124 <br /> 125 <br />City Engineer Hankee gave a summary of her written report noting the City Council authorized bids 126 <br />for the 2023 project in December. She spoke about the proposed streets in the Black Duck 127 <br />neighborhood and showed maps on screen. The low bid came in from Bituminous Roadways and is 128 <br />within budget with a proposed completion date of October 31, 2023. A construction services proposal 129 <br />from WSB and Associates is also included in consideration tonight. 130 <br /> 131 <br />Councilmember Lyden asked about communication on the project. Ms. Hankee replied the City has 132 <br />sent mailings to those affected, the project is also on the City website, and she noted they will work 133 <br />with school buses after school has started regarding the road project. She shared funding sources for 134 <br />the project coming from the pavement management fund and the water operating fund. 135 <br /> 136 <br />Councilmember Stoesz moved to approve Resolution No. 23-12 and No. 23-13 as presented. 137 <br />Councilmember Lyden seconded the motion.
