Otter Lake Road Master Plan <br /> <br />Mr. Michael Grochala, Community Development Director, reported the development <br />along Main Street has reached a point where trunk drainage improvements are required <br />to provide a storm water route to the I-35E crossing. These improvements also need to <br />consider a location and storm water requirements for the Otter Lake Road extension. <br />400 acres lying north of Main Street and east of 35E are to be used in the master plan to <br />create a regional storm water plan and routing for the area. <br /> <br />Ms. Lori Johnson,WSB, presented the Otter Lake Road master plan. She presented <br />three alternative designs and the impact each would have on transportation, wetlands <br />and utilities. She also discussed trends in the market are the trending towards industrial <br />land use. Ms. Johnson described recommendations for road alignment alternatives, <br />recommendations for future zoning, plans for utilities and wetland banks. <br /> <br />The Board discussed the following: <br /> Traffic movement from Otter Lk Road to 24th <br /> Timeline when this will be started. <br /> Clarification of impact area for the Corps of Engineers. <br /> Road placement around the wetland area. <br /> Why high density residential locations were suggested. <br /> Why not wait for developers to come in before putting this into place. <br /> How road placement was determined. <br /> <br />A. Promenade (aka Robinson Property) PUD Concept Plan Review #2 <br /> <br />Ms. Katie Larsen, City Planner, presented to the Board a plan review submitted by <br />Integrate Properties, LLC, who submitted a land use application for Robinson Property <br />PUD Concept Plan that was reviewed by the Planning & Zoning Board in January 2022. <br />The proposed development is a master planned residential community on 158 acres <br />located on the Robinson property south of CSAH 14 (Main Street) and east of CR 53 <br />(Sunset Avenue). The proposed development has been renamed Promenade. <br /> <br />Ms. Larsen requested the Board provide feedback for the developer to give some <br />direction regarding lot size and depth, PUD public benefit and a larger lot transition from
