Planning & Zoning Board
November 9, 2022
pg. 3
APPROVED MINUTES

the Carl Street neighborhood. The Board was skeptical of the 55 ft. lot width and thinks
that we stick with the minimum standard but did think the 120 ft. lot depth to an open
space was permissible. Suggestion was made by Mr. Vojtech to provide better access to
the “lake area” for kayaking and picnicking. Mr. Laden wanted more information on how
the greenway corridor connects from neighborhood to neighborhood.

Ms. Larsen explained the benefits of trails and open spaces in the development.
Suggestions to the developer were to increase the trail corridor from 20 ft. wide to 30 to
40 ft. wide and a neighborhood tot lot and dog park. Ms. Larsen said that architectural
standards could also be implemented.

Ms. Larsen covered the transition from Carl Street to larger SF lots. Ms. Kelsey Gelhar,
WSB, covered the site constraints the developer will face when designing the larger lots
to transition; for example, low floor elevations, existing overhead power and filling over
the Magellan gas pipeline. Mr. Grochala suggested running the pond around the south
side, take out a row of housing and shift across to create that buffer.

The Board was in agreement to have a more separation component. The Board was split
on architectural standards and agreed on the greenway component.

Mr. Root asked if any of the public who were in attendance wanted to come up and
speak.

Randy Rennaker – 379 Carl Street, Lino Lakes, MN 55014 stated he did not want the
East and West Carl Streets connected and does not want the new development connected
to Carl Street.

Nick Nelson – 7770 Clydesdale Circle, Lino Lakes, MN 55014 agreed with Mr.
Rennaker and stated there would also be increased traffic on Century Trail.

Ms. Larsen called for a final suggestion on the lot sizes. The Board did no t have
confidence in the benefits we are getting are equal to giving up our standard lot size.

Bonnie Bigler – 346 Carl Street, Lino Lakes, MN 55014 did not want to see the new
development having a street onto Carl Street.

B. Project Updates

Staff provided an update on projects.

Mr. Evenson moved to adjourn the meeting at 8:42 p.m. Motion was seconded by Mr.
Vojtech and passed unanimously.
