Ms. Nierengarten stated <br />they were regulated and that it could be used to evade the ordinance. <br /> <br />Mr. Root would like a provision placed that neighborhood identification signs list the <br />City of Lino Lakes on them. Ms. Nierengarten said you could do it, but it could be <br />challenged. She thought it should be discussed with the builder. She did say a solution <br />would be to put a City of Lino Lakes sign in the right of way. <br /> <br />Mr. Root opened the public hearing at 7:09 p.m. <br /> <br />Mr. Mike Kasbohm, 12918 Cardinal Creek Road, Eden Prairie, is a digital sign <br />consultant and wanted the City of Lino Lakes to increase the size that is allowed in the <br />sign ordinance. He said due to the speed limit in that area the sign will need to be bigger <br />in order for it to be read. <br /> <br />Paul Selbitschker, 7910 Lake Drive, Lino Lakes MN 55014. Mr. Selbitschker informed <br />the Board that Mr. Kasbohm had a site analysis for his property if the Board would like to <br />review it. The Board received the analysis. <br /> <br />Mr. Vojtech moved to close public hearing. Motion seconded by Mr. Laden. The public <br />hearing was closed at 7:15 p.m. <br /> <br />The consensus with the board was to get further analysis for increasing the dynamic <br />display sign size and approve the ordinance as presented. Mr. Laden moved to adopt the <br />ordinance with exploration into an obscenity clause. Motion was seconded by Mr. <br />Evenson. Motion carried 5 – 0. There will be further discussion in the future regarding <br />the change in dimensions for dynamic display signs. <br /> <br />B. Villas on Vicky PUD Revised Concept Plan Review <br /> <br />Ms. Katie Larsen, City Planner, presented the staff report. <br /> <br />The applicant, Jon Blattman with Ranger Development, submitted a land use application <br />for PUD Concept Plan review in June 2022. The proposed residential development is <br />located on a 5-acre parcel west of CSAH 23 (Lake Drive) and south of Vicky Lane. The <br />applicant is proposing varying lot sizes, setbacks, and building design standards that <br />would require PUD flexibility. The applicant has submitted a revised concept plan for <br />review. <br /> <br />Mr. Wipperfurth questioned if the developer is responsible for the development of Vicky <br />Lane. Ms. Larsen stated they were responsible. <br /> <br />Mr. Laden asked about the road alignment. Ms. Larsen said it is a requirement to <br />develop the land.
