9 <br /> <br />Environmental Coordinator <br /> <br />The Environmental Coordinator reviewed the project and recommended approval with <br />conditions. Those conditions are summarized in the Environmental Memo dated March 1, <br />2023. Those conditions have been addressed. <br /> <br />Planning & Zoning Board <br /> <br />The Planning & Zoning Board held a public hearing on March 8, 2023. There were public <br />comments from two (2) residents (301 Elm Street and 321 Elm Street). They expressed the <br />following concerns: <br /> <br />• Parking lot lights create light pollution <br />• Stormwater contaminating private wells <br />• Additional noise from snow plowing and garbage haulers <br /> <br />The Board recommended approval with a 5-0 vote with a condition the parking lot lights be <br />turned off late at night. <br /> <br />After the meeting, staff asked for Public Safety input regarding the parking lot lights. Public <br />Safety recommends the lights stay on at night. They could be dimmed but dark, unlit parking <br />lots pose a safety concern. It should be noted the light poles are 27ft tall and downlit and meet <br />all performance standards. The poles are 100+ ft from the residential rear lot lines and 230+ft <br />from the houses. Trees with 30-40ft tall canopies also exist in between the lights and houses. <br />See Attachment 2: Parking Lot Cross Section. There are also existing light poles along the <br />driveway that are closer to the existing houses as well as the athletic field lights. <br /> <br />Agreements <br /> <br />Site Improvement Performance Agreement <br /> <br />A Site Improvement Performance Agreement is required as detailed in Resolution No. 23-26. <br /> <br />Stormwater Maintenance Agreement <br /> <br />A Maintenance Agreement for Stormwater Management Facilities is required as detailed in <br />Resolution No. 23-27. <br /> <br />Findings of Fact <br /> <br />Council Resolution No. 23-25 details the findings of fact for the conditional use permit <br />amendment. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends approval of the conditional use permit amendment, Site Improvement <br />Performance Agreement and Maintenance Agreement for Stormwater Facilities for Centennial <br />Middle School Tennis Court Relocation and Parking Lot Addition subject to the conditions
