Ms. Katie Larsen <br />03/22/2023 <br />Page 4 <br />399 Elm St (Centennial Middle School) Engineering Review <br />WSB staff does not have any comments at this time. <br /> <br />• Transportation <br /> <br />The proposed improvements are completely within the 399 Elm Street (Centennial Middle <br />School) site and do not affect any public roadways or intersections. A traffic study is not <br />required. The proposed improvements are not anticipated to affect traffic volumes at the <br />site. <br /> <br />The proposed parking lot has two access points off of another parking area on the school <br />site. The entrances to the proposed parking lot and the drive lanes are all proposed to be <br />24-ft wide. All parking stalls are shown at 9 ft x 18 ft. The curb and gutter is proposed as a <br />B612 design along the north and west sides of the lot and a surmountable design along <br />the west and south sides of the lot. The parking lot has five handicap accessible stalls <br />proposed near the west entrance. A bituminous trail is proposed to be reconstructed and <br />realigned with the parking lot improvements. The existing parking lot has a total of 129 <br />parking stalls and the proposed lot has 134 parking stalls. <br /> <br />New curb and gutter is proposed along the western edge of the proposed tennis court <br />area. Concrete sidewalk is proposed between the two court areas (four courts to the north <br />and four courts to the south). A bituminous trail is proposed to be reconstructed and <br />realigned with the tennis court improvements. <br /> <br />Comments: <br />1. (3/1/2023) Applicant to add ADA compliant pedestrian ramps where the <br />trails cross or enter driveways or drive lanes. Crosswalk markings should be <br />included per the City Planner’s comments. <br />(3/17/2023) The proposed grading for the trail, adjacent to the parking lot, is <br />ADA compliant. No truncated domes are proposed since these locations are <br />not within the public ROW. A crosswalk has been added where the trail <br />crosses the drive lanes. <br />2. (3/1/2023) Sheet C200 shows that the bituminous patching along the new <br />curb line by the proposed tennis courts is the same section as the <br />bituminous trail. Applicant to confirm if the trail section is to be used for this <br />area of parking lot pavement. <br />(3/17/2023) A note has been added to paving plan to match existing <br />pavement section. <br /> <br />• Wetlands and Mitigation Plan <br /> <br />There are no existing wetlands near the areas of construction. There are wetlands near <br />the pond where the stormwater from the site ultimately drains. <br /> <br />• Landscaping <br /> <br />The City’s Environmental Coordinator to review landscaping and provide in-depth <br />comments. <br /> <br />• Floodplain <br />
