COUNCIL MINUTES <br />DRAFT <br />5 <br />federal funding on a project. It outlines equal employment, disadvantaged business, prevailing wages, 194 <br />that they would be required to meet. 195 <br /> 196 <br />Councilmember Cavegn moved to approve Resolution No. 23-24 as presented. Councilmember Lyden 197 <br />seconded the motion. Motion carried on a voice vote. 198 <br /> 199 <br />6E) Consider Resolution No. 23-29, Authorizing 2024 Environmental and Natural 200 <br />Resources Trust Fund Application for Water Stewardship – Community Development Director 201 <br />Grochala reviewed the written Staff report noting the City provides treated water to approximately 202 <br />17,000 residents and over 200 businesses. He shared about the aquafer that the City draws water from, 203 <br />noting decreasing levels of White Bear Lake, and that the DNR has identified Lino Lakes as an area of 204 <br />specific concern where groundwater resources are at risk of overuse and degrading quality. He shared 205 <br />about typical pumping volumes and trying to change customer habits and use comsumption through 206 <br />education and timely information. The City applied the previous year for a grant and was 207 <br />unsuccessful; this year they have scaled back a bit and are reapplying this year for installation of a 208 <br />tower antennae, base station for Citywide continuous data collection, and the acquisition of the 209 <br />software for analytics in the customer portal. 210 <br /> 211 <br />Mayor Rafferty asked about odd/even watering days and how the program is working. Mr. Grochala 212 <br />replied it is intended to help with fire use so everyone is not on the system at the same time and it 213 <br />spreads out the use. He noted there are still people who water too much. He noted the new system will 214 <br />help with system alerts comparing usage from the previous year, and there have been extreme events 215 <br />where someone went south for the winter and the City did not find out until water started coming out 216 <br />of the basement. This type of software will assist in the customer and City getting those alerts. 217 <br /> 218 <br />Mayor Rafferty asked about people in continual violation of the odd/even day, and stated the City is 219 <br />hanging door hangers and noted they are finding people if they are just not paying attention. Mr. 220 <br />Grochala replied in the affirmative noting the City may have to take stronger action in curbing that 221 <br />use. He shared about restrictions when White Bear Lake gets below a certain level and noted at some 222 <br />point the City may need to impose restrictions and they need to help people to be aware of the need to 223 <br />comply with requirements the City faces. He noted groundwater is not being replenished as fast as 224 <br />they are being pulled out and it is something people need to be cognizant of. 225 <br /> 226 <br />Councilmember Ruhland asked regarding people who winter in the south, is the City able to remotely 227 <br />shut off their water in case of a leak. Mr. Grochala replied he is not 100% certain but stated the City 228 <br />could be notified and if the owner could not be reached, the City could shut off at the curb-stop. 229 <br /> 230 <br />Councilmember Cavegn moved to approve Resolution No. 23-29 as presented.
