8 <br /> <br />Sod and Ground Cover Standards <br /> <br />All areas not otherwise improved in accordance with the approved site plans shall have a <br />minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed <br />may b e provided in lieu of sod in certain cases, including when the area is adjacent to <br />natural areas or wetlands. <br /> <br />The Turf Establishment Plan calls for Mn DOT 32-261 for the infiltration basins and Mn <br />DOT 25-131, a low-maintenance, salt, shade, and drought tolerant mix for the rest of the <br />turf on site. Mn DOT 32-261 should be changed to Mn DOT 33-261. <br /> <br />6 inches of topsoil are planned for all turf establishment areas. <br /> <br />Category 3 erosion control blanket is noted for the areas with steeper slopes on the east <br />portion of the site. This should be updated to reflect the 2020 Mn DOT specifications to <br />ensure that there is no confusion. The City requires natural net erosion blanket. <br /> <br /> <br />Lighting <br /> <br />The purpose of the lighting requirements in the Zoning Code is to reduce light pollution, <br />promote energy conservation, and increase night time safety, utility, security, and <br />productivity. Lighting is reviewed by the City Planner. <br /> <br />Per Section 1007.043(6)(d), no light source shall exceed 1.0 foot candle onto right of way <br />or 0.4 foot candle onto adjacent property. <br /> <br />Light fixtures are down lit and cutoff as required by city code. <br /> <br />Recycling <br /> <br />Applicant is planning to construct an enclosure for trash. Staff recommends verifying <br />that the enclosure is properly sized to also accommodate a recycling dumpster. <br /> <br />RECOMMENDATIONS <br /> <br />Staff recommends that the Preliminary Plat for Milestones Addition and Conditional Use <br />Permit and Site Plan Review for Lil Explorers Childcare Center be forwarded to the <br />Planning and Zoning Board and City Council with the following comments: <br /> <br /> <br /> <br /> <br /> <br /> <br />
