COUNCIL MINUTES <br /> 50 3A) Consider Appointment of Custodial Worker <br /> 51 Public Services Director DeGardner gave a summary of the written Staff Report noting Staff has <br /> 52 completed the recruitment process, provided a conditional offer, and is recommending approval of <br /> 53 Alana Petrucci for the part-time position. The hourly rate is $23/hour. <br /> 54 <br /> 55 Councilmember Ruhland moved to approve the appointment of Alana Petrucci as recommended. <br /> 56 Councilmember Lyden seconded the motion. Motion carried on a voice vote with five (5) ayes and <br /> 57 zero (0)nays. <br /> 58 <br /> 59 PUBLIC SAFETY DEPARTMENT REPORT <br /> 60 There was no report from the Public Safety Department. <br /> 61 <br /> 62 PUBLIC SERVICES DEPARTMENT REPORT <br /> 63 There was no report from the Public Services Department. <br /> 64 <br /> 65 COMMUNITY DEVELOPMENT REPORT <br /> 66 6A) Pheasant Run Reconstruction Project <br /> 67 City Engineer Hankee gave a summary of the written Staff Report noting the project includes a <br /> 68 cul-de-sac reconstruction with sewer and water and an upgrade to a segment of storm sewer. <br /> 69 Eight(8) bids were received with the low bidder being A-1 Excavating in the amount of <br /> 70 $886,886, less than the engineer's estimate of$936,000 and less than the overall budget <br /> 71 including soft costs and contingencies at$1,200,000. WSB and Associates has submitted a <br /> 72 proposal for construction services for $64,900. <br /> 73 <br /> 74 i) Consider Approval of Resolution No. 23-22, Accepting Bids, Awarding a Construction <br /> 75 Contract <br /> 76 <br /> 77 Councilmember Cavegn moved to approve Resolution No. 23-22 as presented. <br /> 78 Councilmember Ruhland seconded the motion. Motion carried on a voice vote with five (5) <br /> 79 ayes and zero (0) nays. <br /> 80 <br /> 81 ii) Consider Approval of Resolution No. 23-23, Approving Construction Services <br /> 82 Contract with WSB & Associates <br /> 83 <br /> 84 Councilmember Cavegn moved to approve Resolution No. 23-23 as presented. <br /> 85 Councilmember Ruhland seconded the motion. Motion carried on a voice vote with five (5) <br /> 86 ayes and zero (0) nays. <br /> 87 <br /> 88 <br /> 89 6B) Consider Approval of Resolution 23-33, Lowering the School Zone Speed Limit <br /> 90 on Elm Street <br /> 91 <br /> 92 City Engineer Hankee provided a summary of her staff report, noting the City was contacted <br /> 93 by a representative of ISD 12 about an existing school zone of 30 mph from Snow Owl to <br /> 94 Lake Drive. As part of MNDOT traffic regulations and Statute, the City is allowed to lower <br /> 95 that speed limit to 20 mph. Staff recommended the change from 30 mph to 20 mph when <br /> 96 children are present including ingress, egress, and at recess time. <br /> 97 <br /> 2 <br />
