COUNCIL MINUTES <br />DRAFT <br />1 <br /> 1 <br />LINO LAKES CITY COUNCIL 2 <br />REGULAR MEETING 3 <br />MINUTES 4 <br /> 5 <br /> 6 <br />DATE : April 10, 2023 7 <br />TIME STARTED : 6:30 p.m. 8 <br />TIME ENDED : 6:48 p.m. 9 <br />MEMBERS PRESENT : Councilmember Stoesz, Lyden, Ruhland, Cavegn, 10 <br /> Mayor Rafferty 11 <br />MEMBERS ABSENT : None. 12 <br />Staff members present: City Administrator Sarah Cotton; Public Services Director Rick 13 <br />DeGardner; Community Development Director Michael Grochala; City Engineer Diane Hankee; 14 <br />Director of Public Safety John Swenson; City Clerk Jolleen Chaika. 15 <br /> 16 <br />PUBLIC COMMENT 17 <br />There were no public comments. 18 <br /> 19 <br />SETTING THE AGENDA 20 <br />The agenda was approved as presented. 21 <br /> 22 <br />SPECIAL PRESENTATION 23 <br />Oath of Police Service: Police Officer Zach Beddow 24 <br /> 25 <br />Public Safety Director Swenson asked for a moment of silence for officers Emily Breidenbach and 26 <br />Hunter Scheel who were killed during a traffic stop in Wisconsin. After the moment of silence, Mr. 27 <br />Swenson noted he is honored to introduce Officer Beddow to the community and shared the 28 <br />officer’s history and background. 29 <br /> 30 <br />Mayor Rafferty led Officer Zach Beddow in the Oath of Police Service. 31 <br /> 32 <br />CONSENT AGENDA 33 <br />Councilmember Ruhland moved to approve the Consent Agenda, Items 1A through 1C as 34 <br />presented. Councilmember Cavegn seconded the motion.
