CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 163 elimination of the clubhouse will not change the tax increment financing plan proposed . <br /> 164 <br /> 165 Mayor Rafferty remarked that he ' s watched this development come forward, it ' s a quality <br /> 166 project and the developers (architects) are top notch. The council will consider action at <br /> 167 the upcoming council meeting . <br /> 168 4 . City Administrator Hiring Process — Human Resources Manager Bartholomew <br /> 169 reviewed the process proposed to fill the City Administrator position when current <br /> 17o Administrator Jeff Karlson retires in August. She reviewed, item by item, the tentative <br /> 171 employment agreement. Much of what is included mirrors the current administrator ' s <br /> 172 contract and the City ' s personnel policies . She is looking for direction on compensation . <br /> 173 <br /> 174 Mayor Rafferty asked staff to research what other cities are providing in the area of the <br /> 175 car allowance . Ms . Bartholomew noted that information she ' s seen shows the auto <br /> 176 allowance is pretty standard; Mr . Karlson concurred adding that the amount may be low <br /> 177 since it hasn ' t changed for many years . <br /> 178 <br /> 179 Councilmember Stoesz remarked that in the private sector cell phone allowance is <br /> 180 unusual because the phones are now so prevalent and use unlimited. Mayor Rafferty <br /> 181 suggested that it could be seen as reimbursement for the portion of your phone that you <br /> 182 use for business . <br /> 183 <br /> 184 Councilmember Stoesz wondered if it ' s appropriate to include language on inappropriate <br /> 185 activities such as on social media. Ms . Bartholomew suggested that falls under other <br /> 186 policy such as the City ' s social media policy . <br /> 187 <br /> 188 Councilmember Cavegn asked about the compensation steps ; Ms . Bartholomew indicated <br /> 189 that steps moving forward would be based on performance and council authorization . <br /> 190 Councilmember Ruhland asked Mr . Karlson if he has any recommendations . <br /> 191 Administrator Karlson said that feedback is very important; expectations are important to <br /> 192 understand . Also it ' s important for the council to hear the administrator ' s opinion . <br /> 193 <br /> 194 Councilmember Lyden noted how excited he is that Ms . Cotton will apply for this job ; <br /> 195 it ' s a wonderful opportunity for the City . He is respectful of the Mayor ' s role in working <br /> 196 the most with the administrator. <br /> 197 <br /> 198 Mayor Rafferty said he isn ' t comfortable talking about compensation at this point. He <br /> 199 would like to have more time to review and to also to hear from Ms . Cotton. <br /> 200 <br /> 201 Mayor Rafferty asked for more information on accrued time . It would be beneficial for <br /> 202 the council to understand that element also . He feels it ' s important to use vacation time <br /> 203 in the manner that it ' s intended; important for employees to have breaks . He also <br /> 204 recommends that councilmembers contact staff individually for questions that may be <br /> 205 easier answered in that way . <br /> 206 <br /> 5 <br />
