CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 123 the lots average about 12 , 000 square feet and that is larger than his home . He appreciates <br /> 124 Councilmember Lyden ' s comments . <br /> 125 City Planner Larsen clarified that the cul de sac is temporary . City Planner Larsen also <br /> 126 explained the staging situation. Currently the area is zoned rural , guided for low density <br /> 127 residential at which time rezoning occurs . Staff reviewed square footages for R- 1 versus <br /> 128 R- lx zoning . <br /> 129 Mayor Rafferty echoed concerns about the lack of park development . Councilmember <br /> 130 Cavegn suggested that there are four or five outlots but it was pointed out that they are <br /> 131 not of any scale and are in fact mainly ponds or trails . <br /> 132 <br /> 133 Mayor Rafferty asked that staff continue to meet with the Broussard-Vickers and attempt <br /> 134 to address their concerns . <br /> 135 Councilmember Ruhland suggested that the council may want to check out the <br /> 136 NorthPointe system that is similar to what is proposed . Ms . Hankee offered to provide <br /> 137 more information, including the local of a dissipater that is in place . <br /> 138 3 . Lyngblomsten PUD Amendment # 1 — City Planner Larsen reviewed a <br /> 139 Powerpoint presentation including information on the following : <br /> 140 - History of the Lyngblomsten project and the master planning for the area; <br /> 141 - In 2019 the council approved the PUD for the phased Lyngblomsten proposal ; <br /> 142 - Elements included in the developments (cottage homes , senior campus , club house, <br /> 143 restaurant and commercial development) ; <br /> 144 - Buffer provided for adjacent residential properties ; <br /> 145 - Architectural element overview; <br /> 146 - As final plans came together, developer sees the need for additional stormwater <br /> 147 ponding ; looking at the elimination of the clubhouse and associated parking lot; <br /> 148 - The clubhouse was planned for use by residents and others and Lyngblomsten is <br /> 149 proposing to add 8 , 000 square feet to the common area in the senior living facility ; <br /> 150 - Planning & Zoning Board review and comments heard on landscaping, an element <br /> 151 that staff will continue to work on in final planning ; board recommended approval of <br /> 152 the clubhouse change ; <br /> 153 - Actions requested of council (amending plans to remove clubhouse and enlarge <br /> 154 stormwater) . <br /> 155 Councilmember Lyden received clarification that there is some underground parking . <br /> 156 Also he is interested in seeing a "welcome to Lino Lakes sign" in the area and Ms . Larsen <br /> 157 said there is a monument sign included in the development plans . <br /> 158 <br /> 159 Councilmember Stoesz asked about the trail in the area that stubs to nothing; who will <br /> 160 maintain that trail . Director Grochala said maintenance falls to the City . <br /> 161 Councilmember Stoesz also received an explanation of what roads will be private and <br /> 162 which will be public and how they will be signed.
