COUNCIL MINUTES <br /> APPROVED <br /> 121 Lake Drive with Construction of a Roundabout, Anoka County Birch Street Recon — City <br /> 122 Engineer Hanke explained that the Anoka County design for this project is nearing completion . <br /> 123 The majority of the work will be completed through Anoka County, however, in order for the <br /> 124 County to use their state aid funds on the project, the City must officially approve no parking in <br /> 125 certain areas noted in the report. The school in the area has been informed. The no parking <br /> 126 would begin after construction with the County' s installation of signage. <br /> i <br /> 127 Councilmember Ruhland noted that he doesn' t think there is a lot of parking that occurs on Birch <br /> 128 Street. Ms . Hankee said the school should have sufficient parking available; parking on Birch <br /> f 129 Street is pretty rare . <br /> i 130 Councilmember Stoesz asked if there could be a process to allow a variance to allow parking for <br /> 131 special occasions. Ms. Hankee she envisions that would require a sign off by the City and the <br /> 132 County, <br /> 133 Councilmember Stoesz moved to approve Resolution No . 20- 137 as presented. Councilmember <br /> 134 Ruhland seconded the motion . Motion carried: Yeas, 5 ; Nays none. . <br /> 135 6E) Consider Approval of Resolution No. 20-139, Amending Adopted Assessments, 2020 <br /> 136 Individual Properties — City Engineer Hankee explained that in October, the City adopted an <br /> 137 assessment roll, however, since then there are other individual properties that have requested <br /> 138 assessment. She noted the updated amount. <br /> 139 Councilmember Stoesz asked if there is a valuation benefit to properties that connect to municipal <br /> 140 utilities and Ms . Hankee said that there is although it might not be immediate. <br /> 141 Councilmember Ruhland moved to approve Resolution No . 20- 139 as presented. Councilmember <br /> 142 Lyden seconded the motion. Motion carried on a voice vote. <br /> 143 6F) Consider Approval of Resolution No. 20-142, Accepting Quotes, 7685 Lake Drive <br /> 144 Demolition — City Engineer Hankee explained that earlier in the evening, the council heard about a <br /> 145 development plan in the area of 771h Street. Some city owned property in the area is needed for the <br /> 146 proposed street realignment and in development of the adjacent city owned land . She noted that <br /> 147 quotes for the work has been received and staff is requesting approval . Funding for the work would <br /> 148 come through municipal state aid funds . <br /> 149 Councilmember Cavegn said that the report indicates there were other alternatives and he' s curious <br /> 150 what they were. Community Development Director Grochala said he recalls there were variations <br /> 151 of alignments (involving Marilyn) discussed. When asked by Councilmember Cavegn about traffic <br /> 152 impacts on the neighborhood, Mr. Grochala suggested he doesn 't see any major change to <br /> 153 residential traffic. <br /> 154 Councilmember Lyden asked if there is any chance of making this a community tear down project, <br /> 155 in a way that raises funds perhaps for a dog park. Community Development Director Grochala <br /> 156 suggested there could be liability issues but people could watch from afar. <br /> 157 Councilmember Stoesz asked if the house has any value and Mr. Grochala explained that the cost of <br /> 158 moving the property would be higher that its estimated value . <br /> 159 Councilmember Lyden moved to approve Resolution No . 20- 142 as presented .
