COUNCIL MINUTES <br /> APPROVED <br /> 82 5B) Consider Approval of Resolution No. 20-141 , Approving Payment No. 2 and Final, Lift <br /> 83 Station No. 5 Forcemain Repair — City Engineer Hankee explained that this project was a <br /> 84 collaboration with the City Public Works Department. A corroded pipe was identified and a new line <br /> 85 was installed. The project bid included quantities as best as staff could estimate and it being an <br /> 86 emergency the contractor was asked to proceed without final data. The cost did come in under <br /> 87 budget originally and this would be final payment. <br /> 88 Councilmember Lyden moved to approve Resolution No . 20- 141 as presented . Councilmember <br /> 89 Ruhland seconded the motion . Motion carried : Yeas, 5 ; Nays none. <br /> I <br /> G 90 COMMUNITY DEVELOPMENT REPORT <br /> 91 6A) Consider Approval of Resolution No. 20-140, Approving Anoka County Agreement for <br /> 92 Residential Recycling — Environmental Coordinator Nelson explained that each year the City <br /> i' 93 receives recycling funds from Anoka County. This year the grant amount will coverall the City' s <br /> 94 recycling programs . Mr. Nelson reviewed the programs that are funded by this grant. <br /> 95 Councilmember Stoesz asked how the organics recycling is valued from an environmental <br /> 96 perspective and considering the impact on transporting the recycling. Mr. Nelson said for the <br /> 97 purpose of the grant those recyclables are part of the City' s tonnage; they specifically look at the <br /> 98 amount of waste diverted from landfills but he acknowledges the question of transportation. <br /> 99 Councilmember Ruhland moved to approve Resolution No. 20- 140 as presented . Councilmember <br /> loo Lyden seconded the motion . Motion carried: Yeas, 5 ; Nays none . <br /> 101 6B) Consider Approval of Resolution No. 20-131 Denying Setback Variance for a Deck at <br /> 102 842 Lois Lane <br /> 103 Councilmember Lyden moved to table the matter. Councilmember Cavegn seconded the motion. <br /> 104 Councihnember Stoesz confinned that the council could in fact table the matter within state <br /> 105 requirements for dealing with the variance request. <br /> 106 Motion carried: Yeas, 3 (Stoesz, Cavegn, Lyden); Nays, 2 (Ruhland, Rafferty) <br /> 107 6C) Consider Approval of Resolution No. 20-136, Approving Payment No. 14 and Final, <br /> 108 West Shadow Lake Area Improvement Project — City Engineer Hankee said she is very happy to <br /> 109 be bringing forward the final payment request on this project. She reviewed the elements of the <br /> 110 improvement project, noting some changes through the term of the project (change orders included) . <br /> ] it Mayor Rafferty received additional information on upgrades . He is very impressed with the result <br /> 112 of the project. Excellent project by all involved. <br /> In Councilmember Stoesz asked if it makes sense to wait until spring to ensure that the freeze and thaw <br /> 114 process doesn't have an impact. City Engineer Hankee explained that the general contractor needs <br /> 115 to be paid in order to pay the subcontractors; staff has held off as long as possible and will plan for <br /> 116 any future corrections to occur under the project warranty. <br /> 117 Councilmember Cavegn moved to approve Resolution No . 20- 136 as presented. Councilmember <br /> 118 Lyden seconded the motion . Motion carried : Yeas, 5 ; Nays none. <br /> 179 6D) Consider Approval of Resolution No. 20-137, Prohibiting Parking on Both Sides of <br /> 120 Birch Street (CSAH 34), Both Sides of Tomahawk Trail, and Both Sides of West Shadow <br /> 3 <br />
