COUNCIL MINUTES September 28 , 2015 <br /> APPROVED <br /> 91 <br /> 92 Motion by Council Member Roeser , seconded by Council Member Kusterman , to approve Resolution <br /> 93 No . 15 - 101 as presented , was adopted on a voice vote . <br /> 94 <br /> 95 6C ) Consider Resolution No . 15402 , Canceling the 2015 /2016 Debt Service Tax Levy for <br /> 96 G . O . Tax Increment Financing Bond , Series 2007A — Finance Director Cotton reported that the <br /> 97 resolution would approve the cancelation of a levy for debt service on the bond issuance noted . The <br /> 98 cancelation is based on information gained through analysis indicating that the levy is not needed . <br /> 99 <br /> 100 Motion by Council Member Kusterman , seconded by Council Member Roeser , to approve Resolution <br /> 101 No . 15 - 102 as presented , was adopted on a voice vote . <br /> 102 <br /> 103 6D ) Consider Resolution No . 15403 , Canceling the 2015 /2016 Debt Service Tax Levy for <br /> 104 G . O . Improvement Bond , Series 2013A — Finance Director Cotton reported that the resolution <br /> 105 would approve the cancelation of a levy for debt service on the bond issuance noted . The cancelation <br /> 106 is based on information gained through analysis indicating that the levy is not needed . <br /> 107 <br /> 108 Motion by Council Member Kusterman , seconded by Council Member Roeser , to approve Resolution <br /> 109 No . 15 - 103 as presented , was adopted on a voice vote . <br /> 110 <br /> 111 ADMINISTRATION DEPARTMENT REPORT <br /> 112 <br /> 113 There was no report from the Administration Department . <br /> 114 <br /> 115 PUBLIC SAFETY DEPARTMENT REPORT <br /> 116 <br /> 117 4A) Consider Hiring of One Police Officer , Public Safety Director Swenson explained the <br /> 118 thorough hiring process that brings forward this recommended candidate for a police officer position . <br /> 119 He noted that this position is included in the current budget and , if approved , the candidate would <br /> 12o begin employment on October 5 . <br /> 121 <br /> 122 Mayor Reinert noted that the Police Department personnel was cut back some years ago and , to their <br /> 123 credit , the department has worked through that . It is time to add another officer , bringing the city <br /> 124 funded sworn positions to 26 ; he noted that there is a 27th sworn position that is funded by a grant . <br /> 125 <br /> 126 Motion by Council Member Rafferty , seconded by Council Member Stoesz , to approve the <br /> 127 hiring of Kathryn Kreamer as recommended , was adopted on a voice vote . <br /> 128 <br /> 129 4B ) Considering Hiring of One Record Technician — Public Safety Director Swenson explained <br /> 130 that one of the department ' s two Record Technician positions was recently vacated by a resignation . <br /> 131 A thorough hiring process has taken place and he is now recommending that a candidate be hired to <br /> 132 the open and budgeted position . <br /> 133 <br /> 134 Motion by Council Member Kusterman , seconded by Council Member Roeser , to approve the hiring <br /> 135 of Lisa Tischler as recommended , was adopted on a voice vote . <br /> 3 <br />
