COUNCIL MINUTES September 28 , 2015 APPROVED 181 Motion by Council Member Roeser , seconded by Council Member Kusterman , to approve Resolution 182 No . 15 - 106 as presented , was adopted on a voice vote . 183 184 COMMUNITY DEVELOPMENT DEPARTMENT REPORT 185 186 6A) Consider 1st Reading of Ordinance No . 0845 , Text Amendment for Veterinary 187 Hospitals , Community Development Intern Dahl explained that the text amendment is coming 188 forward for consideration because the city has received a request from a local business owner who 189 would like to relocate due to expansion . The relocation would not be allowed under the current 190 zoning of Neighborhood Business so discussion was initiated to add the business use , veterinary 191 hospital , to allowed uses in that zoning district . The Planning and Zoning Board and staff are 192 recommending approval of this change . 193 194 Mayor Reinert clarified that this change will not have a negative impact on residential districts . 195 196 Motion by Council Member Rafferty , seconded by Council Member Stoesz , to approve the 1 st 197 Reading of Ordinance No . 08 - 15 as presented , was adopted on a voice vote . 198 199 6B ) 2015 Weed Abatement Assessments : i) Consider Resolution No . 15 - 104 , Costs to be 200 Assessed and Ordering Preparation of Proposed Assessments — Community Development 201 Director Grochala reviewed the process that brings forward this request for an assessment process . 202 The city charges back when services are deemed necessary and are provided . The property owners 203 will be notified and a hearing process conducted . 204 205 Motion by Council Member Kusterman , seconded by Council Member Roeser , to approve 206 Resolution No . 15 - 104 as presented , was adopted on a voice vote . 207 208 ii) Consider Resolution No . 15405 , Calling the Public Hearing on the Proposed 209 Assessment 210 211 Motion by Council Member Kusterman „ seconded by Council Member Roeser , to approve 212 Resolution No . 15 - 105 as presented , was adopted on a voice vote . 213 214 6C ) Request to Apply for Additional Recycling Grant Funding — Environmental Coordinator 215 Asleson reviewed the written report requesting council authorization for staff to seek additional grant 216 funds from Anoka County . The funds would be used to further the city ' s continuing recycling efforts . 217 218 Mayor Reinert remarked that the recycling program in the city has been very successful . It is well 219 used by city residents and serves the area well . He commended staff for seeking additional funds . 220 221 Motion by Council Member Kusterman , seconded by Council Member Roeser , to approve Resolution 222 No . 15409 as presented , was adopted on a voice vote . 223 224 6D ) Consider Resolution No . 15411 , Approving Plans & Specifications and Authorizing 225 Request for Quotes , 2015 Surface Water Management Project — City Engineer Hankee reviewed 5
