COUNCIL MINUTES September 28 , 2015 <br /> APPROVED <br /> 181 Motion by Council Member Roeser , seconded by Council Member Kusterman , to approve Resolution <br /> 182 No . 15 - 106 as presented , was adopted on a voice vote . <br /> 183 <br /> 184 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br /> 185 <br /> 186 6A) Consider 1st Reading of Ordinance No . 0845 , Text Amendment for Veterinary <br /> 187 Hospitals , Community Development Intern Dahl explained that the text amendment is coming <br /> 188 forward for consideration because the city has received a request from a local business owner who <br /> 189 would like to relocate due to expansion . The relocation would not be allowed under the current <br /> 190 zoning of Neighborhood Business so discussion was initiated to add the business use , veterinary <br /> 191 hospital , to allowed uses in that zoning district . The Planning and Zoning Board and staff are <br /> 192 recommending approval of this change . <br /> 193 <br /> 194 Mayor Reinert clarified that this change will not have a negative impact on residential districts . <br /> 195 <br /> 196 Motion by Council Member Rafferty , seconded by Council Member Stoesz , to approve the 1 st <br /> 197 Reading of Ordinance No . 08 - 15 as presented , was adopted on a voice vote . <br /> 198 <br /> 199 6B ) 2015 Weed Abatement Assessments : i) Consider Resolution No . 15 - 104 , Costs to be <br /> 200 Assessed and Ordering Preparation of Proposed Assessments — Community Development <br /> 201 Director Grochala reviewed the process that brings forward this request for an assessment process . <br /> 202 The city charges back when services are deemed necessary and are provided . The funds would be used to further the city ' s continuing recycling efforts . <br /> 217 <br /> 218 Mayor Reinert remarked that the recycling program in the city has been very successful . It is well <br /> 219 used by city residents and serves the area well .
