7 <br />Management Plan. The applicant is proposing two infiltration basins to meet the runoff <br />rates and water quality standards. <br />A geotechnical evaluation report prepared by Chosen Valley Testing, Inc. was submitted <br />with the application. The report included soil borings which indicated that the soils in the <br />area consist of poorly graded sand with silt. Groundwater was not observed in the <br />borings. <br />The applicant used a HydroCAD model based on the Atlas 14, 24-hour storms to design <br />the storm sewer and infiltration basins. The proposed improvements are designed to <br />reduce site runoff rates for the 2-, 10-, and 100-year rainfall events. Runoff rates for the <br />10-day snow melt event were not provided at this time and are not required as basin <br />outlets are below the 100-year HWL. <br />Pre- and Post- Development Discharge Rates (cfs) <br />Condition 2-Year 10-Year 100-Year 10-Day <br />Snowmelt <br />Existing 0.67 2.82 9.56 Not provided <br />Proposed 0.20 1.07 7.18 Not provided <br />Public Utilities <br />The day care facility will be municipally served by a 21” sanitary sewer main and a 12” <br />watermain located along Apollo Drive. <br />The subject site is located in Utility Staging Area 1A (2018-2025) and Sanitary District 2 <br />(Sub-District 2B). Flow from this area is collected southward to MCES Meter M211 and <br />Gravity Interceptor 8361 along North Road which passes southwest through Circle Pines. <br />Tree Preservation and Mitigation Standards <br />The Environmental Coordinator and Environment Board reviewed the tree preservation <br />and landscaping requirements. The following comments are from the April 26, 2023 <br />Environmental Board staff report. Additional comments are provided in the attached May <br />1, 2023 memo. The Environmental Coordinator is reviewing the revised plans and shall <br />provide updated comments prior to Council approval. <br />A tree survey was performed that identified: <br />The majority of the trees planned for removal are in the Basic Use Area, not in <br />Environmentally Sensitive Areas, and will not require mitigation trees. <br />Total Trees 133 <br />Total Trees Removed 117 <br />Total Trees Saved 16
