12 <br /> <br />Goals of the Transportation Plan are to ensure that street and roads are as safe as possible <br />and to reduce unnecessary traffic. CSAH 12 (Apollo Drive) is an A-Minor Expander <br />County road. Lilac Street west of the site is a Major Collector road. Lilac Street south of <br />the development is a local road. The applicant shall provide a Level of Service analysis of <br />the Apollo Drive (CSAH 12) and Lilac Street intersection. Existing roads and <br />intersections providing access to the subdivision shall have the structural capacity to <br />accommodate projected traffic from the proposed subdivision or the applicant/developer <br />shall pay to correct any structural deficiencies. The exiting road system can accommodate <br />the traffic generated by the daycare. Future development of Outlot A may shall require a <br />traffic study. <br /> <br />Sanitary Sewer and Water Supply Plan <br /> <br />The commercial day care facility will be municipally served by a 21” sanitary sewer main <br />and a 12” watermain located along Apollo Drive. <br /> <br />The subject site is located in Utility Staging Area 1A (2018-2025) and Sanitary District 2 <br />(Sub-District 2B). Flow from this area is collected southward to MCES Meter M211 and <br />Gravity Interceptor 8361 along North Road which passes southwest through Circle Pines. <br /> <br />The sanitary sewer and water supply systems have capacity for the proposed <br />development. <br /> <br />Findings of Fact <br /> <br />Preliminary Plat <br /> <br />Per Section 1001.013, Premature Subdivision: <br /> <br /> (1) General. Any concept plan, preliminary plat or final plat deemed premature <br />pursuant to the following criteria shall be denied by the City Council. <br /> <br /> (2) Conditions for establishing a premature subdivision. A subdivision may be deemed <br />premature should any of the following conditions not be met. <br /> (a) Consistency with the Comprehensive Plan. Including any of the following: <br /> 1. Land use plan; <br /> 2. Transportation plan; <br /> 3. Utility (sewer and water) plans; <br /> 4. Local water management plan; <br /> 5. Capital improvement plan; and <br /> 6. Growth management policies, including MUSA allocation criteria. <br /> <br />Milestones Addition is consistent with the goals and policies of the comprehensive plan in <br />regards to resource management, land use, housing, transportation and utilities. The <br />development is also consistent with the local water management plan, capital <br />improvement plans and growth management policies. <br />
