12 <br />Environmental Board <br />The Environmental Board reviewed the development proposal at their April 26, 2023 <br />meeting and noted some with minor revisions are needed. These are summarized in the <br />attached May 1, 2023 Environmental Coordinator memo. <br />Planning & Zoning Board <br />The Planning & Zoning Board held a public hearing on May 10, 2023. There were no <br />public comments. The Board recommended approval with a 7-0 vote with conditions as <br />listed in the staff report. <br />Agreements <br />Stormwater Maintenance Agreement <br />The stormwater facilities will be privately maintained and a Declaration for Maintenance <br />of Stormwater Facilities will be required. <br />Development Agreement and Final Plat <br />The applicant shall submit a Land Use Application for final plat after preliminary plat <br />approval. A Development Agreement will then be prepared by the City as part of the final <br />plat application. <br />Site Improvement Performance Agreement <br />A Site Improvement Performance Agreement may be required for construction of the Lil’ <br />Explorer’s Childcare Center facility or securities may be included in the Development <br />Agreement. <br />Shared Driveway and Parking Access Agreement <br />A Shared Driveway and Parking Access Agreement and exhibit shall be recorded after <br />final plat approval detailing private maintenance responsibilities include the driveways, <br />landscaped parking lot medians, island landscaping, lighting, and other related <br />appurtenances. <br />Comprehensive Plan <br />Resource Management System <br />The Resource Management System Plan goal of preserving surface water quality is <br />supported by the construction of stormwater management BMP’s such as curb, gutter, <br />and stormwater pond. <br />Land Use Plan
