Ms. Katie Larsen <br />07/05/2023 <br />Page 2 <br />Watermark PUD #4 Engineering Review <br />The Watermark PUD proposes 10” sanitary sewer along Lotus Lane and 8” sanitary sewer <br />on the other streets within the northeast area. PUD Amendment #4 does not propose any <br />changes to the sanitary sewer at this time. The proposed 8” sanitary sewer will be <br />sufficient to serve the proposed homes in PUD Amendment #4. <br />•Transportation <br />The applicant is proposing to eliminate a couple segments of Pepin Drive including the <br />looping intersection with Swan Street which will reduce each street to cul de sacs that <br />meet the City’s maximum 500’ length requirement. Typically, having through roads will <br />allow for better access and ease of maintenance than cul de sacs. The remaining lengths <br />and widths of the city streets have not changed with PUD Amendment #4. <br />•Wetlands and Mitigation Plan <br />Wetlands were delineated for the Watermark PUD development. PUD Amendment #4 <br />does not impact the existing wetlands in this area as the street layout near the existing <br />wetlands in not proposed to change. <br />•Landscaping <br />Landscaping to be reviewed with future submittals and shall meet City zoning requirements. <br />Landscaping will be reviewed in depth by the City’s Environmental Coordinator. <br />•Floodplain <br />There is no floodplain on this portion of the plat. Floodplain mitigation for previous <br />development phases has been completed. <br />•Drainage and Utility Easements <br />Roadways are proposed within right-of-way and lots include standard drainage and utility <br />easements. Larger drainage and utility easements are provided over surface water <br />management features as required. <br />Comments: <br />1.Applicant to provide confirmation that RCWD will allow storm sewer pipe <br />within their draintile easement along the northern development line. <br />2.The applicant shall submit storm sewer depths. Additional easement width <br />will be required where the pipe is deeper. <br />3.We recommend a deed restriction on the RCWD/Anoka County ditch <br />easement. <br />4.Easements will be required over open space, stormwater management area <br />and wetland area (Outlot E). <br />•Development Agreement <br />A Development Agreement will be required with any final plats of future additions.
