Planning & Zoning Board <br />June 14, 2023 <br />Page 2 <br /> <br />APPROVED MINUTES <br />6. ACTION ITEMS <br /> <br />A. Bluebill Ponds Second Addition Final Plat <br /> <br />Mr. Grochala presented the staff report. <br /> <br />The applicants, Steve and Rye Gustad, represent House of Praise, Inc. They are final <br />platting a one (1) acre outlot into a lot for the purpose of constructing one (1) single <br />family house. The name of the final plat is Bluebill Ponds Second Addition. <br /> <br />The Board had no questions for staff. The applicant was present and had no comment. <br /> <br />Mr. Kohler moved to approve the final plat subject to conditions listed in the staff report. <br />Motion seconded by Mr. Evenson. Motion carried 7 – 0. <br /> <br /> <br />B. Watermark 6th Addition PUD Final Plan/Final Plat <br /> <br />Watermark is a 372 acre master planned residential community consisting of 692 single <br />family lots and 172 townhome units totaling 864 housing units. U.S. Home, LLC (aka <br />Lennar) submitted a Land Use Application for Watermark 6th Addition PUD Final <br />Plan/Final Plat. The plat proposes 48 single family lots and 2 outlots. <br /> <br />Mr. Evenson inquired at what point the home buyer would be informed of the limited <br />ability to build accessory structures on lots 2-8 block one (1). Mr. Grochala said the real <br />estate agent and Lennar should be disclosing this at the time of closing but an additional <br />declaration in the title work was added to keep the potential homebuyer informed. This <br />limitation is due to the 40 ft utility easement at the back of the property. Mr. Grochala <br />emphasized they are not prohibited from having an accessory structure, just limited <br />where they can put it. <br /> <br />Mr. Evenson asked if the area could be mowed by the homeowner. Mr. Grochala said <br />they could. The only caveat is the homeowner cannot put any structure in that area. <br /> <br />Mr. Vojtech asked if the clubhouse was located in this area. Mr. Grochala said it was <br />not. Mr. Vojtech asked if the clubhouse would be finished or at least started before this <br />phase would begin. Mr. Grochala stated it should be finished concurrently with this <br />phase of the development. <br /> <br />Mr. Vojtech asked about the open space and if the City has input on what that is supposed <br />to look like. Mr. Grochala said there is a wetland and some buffer areas. <br /> <br />Mr. Kohler asked if the future traffic noise in the Anoka County report has been <br />addressed by the City. Mr. Grochala said it is Anoka County’s standard language for <br />development along country roads. Mr. Grochala said they have addressed it by an
