178 E 9TH STREET | SUITE 200 | SAINT PAUL, MN | 55101 | 651.286.8450 | WSBENG.COM Memorandum <br />To: Katie Larsen, Lino Lakes City Planner <br />From: Diane Hankee PE, Lino Lakes City Engineer <br />Date: July 5, 2023 <br />Re: Lino Lakes Tech Center <br />Concept Plan Review <br />023187-000 <br />WSB reviewed the concept plans for the Lino Lakes Tech Center site in Lino Lakes, MN, received <br />June 22, 2023. The site is 2.34 acres and located at 440 Park Court west of Lake Drive (CSAH <br />23). The lot has frontage along Lake Drive (CSAH 23). Comments were made on the following <br />documents: <br />•Lino Lakes Tech Center plans prepared by Amcon, dated June 6, 2023, received June <br />22, 2023. <br />•Geotechnical Report prepared by ITCO Allied Engineering, Inc., dated October 4, 2017, <br />received April 10, 2023. <br />•Trip Generation Statement, dated June 13, 2023. <br />•Wetland Delineation Report prepared by Jacobson Environmental, dated May 11, 2023. <br />•Phase 1 Environmental Site Assessment prepared American Engineering and Testing, <br />Inc. dated January 8, 2018 <br />The following review comments should be responded to in writing by the applicant. <br />Engineering <br />•Grading <br />The plans at this time do not include a specific site grading plan for the proposed parking <br />lot, storm water basins, and tech center. <br />The area proposed for the Lino Lakes Tech Center has previously been identified to <br />contain construction debris materials buried underneath the existing site. A Response <br />Action Plan (RAP) and Contingency Construction Plan (CCP) have been drafted to <br />include that grading of the site proposes capping or necessary removal of the debris as <br />part of the site preparation. <br />An expansion is proposed on the west side of the existing pond to provide treatment and <br />storage for the site. This expansion will need to remain outside the delineated wetland. <br />Comments: <br />1. Provide a grading plan meeting City requirements. <br />2.The applicant shall note that site grading work shall be done in accordance with the <br />approved MPCA Response Action Plan (RAP) and Contingency Construction Plan <br />(CCP). Provide updated documentation regarding the current state of the RAP. <br />Attachment 4: City Engineer Memo dated July 5,2023
