Planning & Zoning Board <br />July 12, 2023 <br />Page 3 <br /> <br />APPROVED MINUTES <br />Mr. Metzer agreed that there is more diversity in the amended plat. He explained that the <br />previous plat was all two and three car-garaged villas, whereas the amendment is all <br />single-family homes that are different sizes and lots. <br /> <br />Chair Root opened the public hearing at 6:59 p.m. There were no public comments. <br /> <br />Mr. Evenson made a motion to close the public hearing. Motion seconded by Mr. Kohler. <br />The public hearing closed at 7:00 p.m. <br /> <br />Mr. Kohler moved to approve Watermark PUD Amendment #4 – PUD Development <br />Stage Plan/Preliminary Plat and Land Use Plan subject to conditions listed in the staff <br />report. Motion seconded by Ms. Stewart. Motion carried 5 – 0. <br /> <br />B. 440 Park Court-Lino Lakes Tech Center Concept Plan Review <br /> <br />Ms. Larsen presented the staff report. <br /> <br />The applicant, Lariat Companies Inc. submitted a Land Use Application for a Concept <br />Plan for a proposed multi-tenant industrial and indoor self-storage building at 440 Park <br />Court. The applicant proposes to construct a 36,000sf building on the south end of the <br />site. The north end of the site is the existing Lino Lakes Storage. <br /> <br />The Board discussed the possibility that customers would store personal items in the <br />units, as well as how to enforce only permitted uses be allowed in the individual bays that <br />was proposed. <br /> <br />Bruce Hellier, with Amcon Construction, presented his comments for the Tech Center. <br /> <br />Mr. Hellier clarified the building specifications and what they expect the building to be <br />used for. He also updated the Board about the plan for Public Safety to access the facility, <br />and ensured to send the plan to Ms. Larsen. <br /> <br />The Board also expressed concern over where the bathroom would go. The applicants <br />explained there is currently no bathroom plan, but if the Building Department requires <br />one then they will make a plan for it. <br /> <br />Wayde Johnson, with Amcon Construction, further explained that customers would have <br />access to the bathroom in the other storage facility, but if the building code requires one <br />then they will include one. <br /> <br />Mr. Laden clarified that he supports the plan because he believed it is important to have a <br />space for small businesses to start, as long as there is a way to monitor that the facility is <br />used as intended. <br /> <br />7.
