<br />LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br /> <br /> <br />DATE: July 24, 2023 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 7:00 PM <br />MEMBERS PRESENT: Councilmembers Stoesz, Lyden, Ruhland, <br />Cavegn, Mayor Rafferty <br />Staff members present : City Administrator Sarah Cotton; Finance Director Hannah Lynch; <br />Community Development Director Michael Grochala; City Engineer Diane Hankee; Director of <br />Public Safety John Swenson; City Clerk Jolleen Chaika. <br /> <br />PUBLIC COMMENT <br />Public Comment was opened at 6:32 PM. <br /> <br />Mr. Christopher Stowe, 426 Pine Street, addressed Council and noted that he was also at the last <br />Council meeting. He reiterated his previous position that he was not receiving the answers to the <br />questions he was asking. He had a copy of email communication from CD Director MG. He <br />spoke of his concerns with the animal use chart , the enforcement of the same, asked if it was for <br />residential or commercial properties, then of complaints in the 1990’s related to noise concerns. <br />He stated that he recently ran into a neighbor, Dawn, of 431 Andell Street, who had recently <br />learned of a complaint made to the city about her husband running a wood splitting business at <br />home; when Dawn asked City Planner Katie Larsen of the complaint and who made it, Mr. <br />Stowe alleged that Dawn was told that the complaint wasn’t made by the neighbor behind her <br />which makes Mr. Stowe believe that Planner Larsen was insinuating he was the one who made <br />the complaint. He finds Planner Larsen’s comments completely inappropriate as if he had been <br />the one to make the co mplaint, that should have remained anonymous and that Planner Larsen’s <br />comments were detrimental and in violation of the city’s policies. He went on to state that he is <br />not operating a commercial business from his house. He made comments about not having <br />access to 1968 Zoning and Planning Board minutes. He added that his property is now <br />considered wetlands. He does not want any in-person meetings, he wants everything in writing, <br />that he does have CUP and will continue to operate with it and his 1968 SUP. He said he does <br />not want any further contact (from staff) and will consider any more contact as harassment. <br />No further public comment was received. <br /> <br />1.
