<br />Public Safety Director John Swenson requested Council consider approval of the first reading <br />of Ordinance 04-23, which would repeal Ordinance 01-22, passed on May 22, 2023. Ordinance <br />01-22 added Chapter 512 to the City Code and this ordinance had provided an avenue for law <br />enforcement to address the issue of catalytic converter thefts; however, due to changes at the <br />state level which were enacted during the past legislative session, state law now makes it illegal <br />to possess a used catalytic converter which is not attached to a vehicle. The enactment of the <br />amended state statute deems the local ordinance unnecessary thus Director Swenson <br />recommended repeal of 01-22. <br /> <br />i. Watermark 6th Addition <br />Community Development Director Michael Grochala, on behalf of City Planner Katie <br />Larsen, provided background and updates on the Watermark Development and noted that <br />the item before Council was for the Sixth Addition: 48 single family lots and two outlots. <br />He reveiwed the staff report and requested approval of the following: <br />- Consider Resolution No. 23-64, Approving Utility Staging Area Amendment and <br />PUD Final Plan/Final Plat <br />- Consider Resolution No. 23-65, Approving Development Agreement and Planned <br />Unit Development Agreement <br />- Consider Resolution No. 23-66, Approving Open Space Easement <br /> <br />i.
