<br /> <br />LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br /> <br />DATE: September 11, 2023 <br />TIME STARTED: 6:33 PM <br />TIME ENDED: 7:09 PM <br />MEMBERS PRESENT: Councilmembers, Lyden, Stoesz Ruhland, Cavegn, Mayor <br />Rafferty <br />Staff members present: City Administrator Sarah Cotton; Finance Director Hannah Lynch; <br />Director of Public Safety John Swenson; City Engineer Diane Hankee; City Clerk Jolleen Chaika. <br />Following the Pledge of Allegiance, a moment of silence was observed in honor of the anniversary <br />of the 9-11 attacks. <br /> <br />SETTING THE AGENDA <br />The agenda was accepted as presented: No additions or changes were made. <br /> <br />PUBLIC COMMENT <br />Public Comment was opened at 6:35 PM. <br /> <br />Mr. Christopher Stowe, 426 Pine Street, addressed Council to share information about meetings <br />he has attended at the Rice Creek Watershed District and conversations he has had with others <br />who he believes have dealt with issues similar to those he is dealing with regarding his property <br />and wetlands. Mr. Stowe also advised the audience that he is running for City Council and he <br />thanked those in attendance who wear a badge. <br /> <br />Mr. Robert Schack spoke to Council on behalf of the Centerville Lake Association. He discussed <br />extensive algae blooms which are greatly impacting Centerville Lake. He shared past actions of <br />the association to address invasive species though those actions did not impact on algae blooms. <br />At this time, the association is seeking a grant to treat the lake, though the grant will not cover <br />the entire costs of the treatment. He advised that the association may be seeking funding <br />assistance from the City of Lino Lakes, as well as Centerville, in the future to help cover the <br />remaining costs. <br /> <br />1. Motion to: Close Public Comment at 6:44 PM. <br />RESULT: CARRIED [UNANIMOUS] <br />MOVER: Lyden <br />SECONDER: Stoesz <br />AYES: Lyden, Stoesz, Ruhland, Cavegn, Rafferty <br />
