2 <br /> <br />ANALYSIS <br /> <br />North Lot Line Fence <br /> <br />A 6ft high wood privacy fence along the north lot line (except across the wetland) is <br />required per the approved PUD Preliminary Plan and PUD Final Plan. See attached <br />Sheet L1.0 Site Plan Layout. The intent of the fence is to provide a 6ft high screen <br />between any development (Lyngblomsten cottage homes) and adjacent, less intense, <br />residential land uses (Rohavic Lane neighbors). <br /> <br />Per the applicant’s narrative, Lyngblomsten would like to omit the installation of the <br />fence because the current topography limits the effectiveness of the fence as a screening <br />tool. Lyngblomsten spoke with the 5 property owners abutting the north lot line (258- <br />298 Rohavic Lane). Four of the property owners stated they were okay with omitting the <br />fence. The property owner at 288 Rohvic Lane would like the fence to be installed. <br />Lyngblomsten is proposing to install additional landscaping in some areas. See attached <br />Applicant’s PUD Amendment Submittal for additional narrative and photos. <br /> <br />Pickleball Court <br /> <br />Lyngblomsten would like install a pickleball court on the parcel addressed 275 Ash <br />Street, south of the lift station. Per the applicant’s narrative, the court would be for <br />private use by the Lyngblomsten community. <br /> <br />Sport courts are allowed in rural and residential zoning districts and performance <br />standards are detailed in City Code Section 1007.043(4)(b). These standards can also <br />provide guidance for sport courts in PUD developments. <br /> <br /> <br />LANDSCAPE PLAN <br /> <br />North Lot Line <br /> <br />Trees have been installed along the north lot line as shown in the plan, aside from some <br />planting depth issues that will be corrected with final landscape inspections. The <br />properties to the north of the Lyngblomsten project have dense vegetative cover that is <br />primarily a mix of deciduous species and buckthorn in the understory. <br /> <br />The additional plantings shown in the PUD Amendment #2 submittal would seem to be <br />an acceptable substitute for a fence. More shade tolerant coniferous species, such as <br />white cedar, balsam fir, and Black Hills spruce are recommended for this area. <br /> <br />Planting more trees than are shown in the PUD Amendment #2 submittal is not <br />recommended, as they would only compete with the newly planted trees and the <br />neighbors’ trees to the north, leading to poor performance for all of the newly planted <br />trees.
