10 <br /> <br />b. A written extension is submitted and approved by the Building Official. Such <br />an extension may be granted in the event that a natural disaster or a <br />calamitous event occurs which unavoidably delays the completion of the <br />building project. <br />4. For building permits issued prior to the effective date of the ordinance <br />amendment establishing the time limits in paragraphs 1. and 2. above <br />(Ordinance No. 01-08), the time period for the limits begins with the effective <br />date of the amendment establishing the time limits. <br /> <br />Off-Street Parking <br /> <br />The old ordinance requirement for Fast Food parking spaces was fifteen (15) spaces per 1,000 sf <br />of gross floor area. The new ordinance is one (1) space per 50sf of floor area plus one (1) space <br />for each employee. Staff recommends going back to the old ordinance. Applying the new <br />ordinance results in an overabundance of parking spaces than needed. For consistency with <br />other parking requirements, staff recommends changing the requirement based on 1 space per <br />67 gross sf (1,000/15 = 67). <br /> <br />• Proposed Amendment <br /> <br />Section 1007.044 Off-Street Parking. <br /> <br />(6) Number of Spaces Required. The following minimum number of off-street parking <br />spaces shall be provided and maintained by ownership, easement and/or lease for and <br />during the life of the respective uses hereinafter set forth: <br /> <br />Fast Food Restaurant 1 space for each 50 67 square feet of gross floor area., plus <br />1 space for each employee of the maximum work shift. <br /> <br />Native Landscapes <br /> <br />Minnesota passed a new law effective July 1st that requires municipalities to allow property <br />owners and occupants to install and maintain managed natural landscapes. This statute needs <br />to be adopted into City ordinances. See attached State Statute 412.925 Native Landscapes <br />language. <br /> <br />• Proposed Amendment <br /> <br />Section 1007.043(17) Screening, Landscaping, Buffer Yards and Tree Preservation. <br />
