11 <br /> <br />(h) Sod and Ground Cover. All areas not otherwise improved in compliance with the <br />approved site plans shall have a minimum depth of four (4) inches of topsoil and <br />be sodded including boulevard areas. Exceptions to these criteria may be <br />approved by the Zoning Administrator as follows: <br /> <br />5. <br />6. Natural Prairie Restoration Areas. Native grasses and wild flowers indigenous to <br />Minnesota, planted and maintained on any occupied lot or parcel of land, <br />setback a minimum of 20 feet from the front lot line and/or side lot line abutting <br />a public street, as part of a garden or landscape treatment. <br />5.
