Park Board Meeting — January 6 , 2014 <br /> Minutes <br /> 4 . Consider future connection of trail if Birch Street were to be extended east with future <br /> development . Regarding this item the Park Board thought the developer/ realtor should <br /> tell prospective property owners about the possibility of future trail development in this <br /> area . <br /> There was also discussion on when development would start , how long it would take to fully <br /> develop this area and who is responsible for maintaining the trails and sidewalks . <br /> 6b . REVIEW SADDLE CLUB DEVELOPMENT <br /> The Saddle Club is a 55 lot single family residential subdivision located south of Birch Street and <br /> southeast of Old Birch Street . Pheasant Run South will extend from the east and connect with <br /> Old Birch Street as a local road . Fox Road will extend north - south and terminate at the <br /> southwest property line to provide future connection to the existing Fox Road in the <br /> Foxborough Development . <br /> The Resource Management Plan identifies a greenway system and trail connection within the <br /> development . The greenway is comprised primarily of the Wetland Management Corridor <br /> ( WMC ) established by the Rice Creek Watershed District ( RCAWDA ) Wetland Management <br /> Corridor ( WMC ) . These areas consist of the high value wetlands that support high diversity <br /> plant and animal communities and are considered Environmentally Sensitive Areas ( ESA' s ) in <br /> the Comprehensive Plan . The Saddle Club property represents the final linl( of a multifunctional <br /> greenway corridor stretching from Deer Lane ( west of Foxborough ) to Birch Park ( east of <br /> Preserve at Line Lakes ) . <br /> An east-west trail connection is proposed within the greenway system along the southern <br /> portion of property between the Foxborough and Preserve developments , as well as a sidewalk <br /> along the north / east side of the new segment of Old Birch Street . Proposed trail / sidewalk <br /> segments are depicted in blue . <br /> The attached map poses two questions for the Park Board to discuss : <br /> 1 . Should the " north " segment of the trail be constructed to Fox Road ? ( Depicted in pink <br /> on packet sketch ) <br /> 2 . Should the connection south of Black Berry Court along Old Birch Street be sidewalk or <br /> trail ( Depicted in yellow on packet sketch ) ? This is connecting to the existing trail in the <br /> Preserve . Our conversations with the developer is that it should be trail south of Black <br /> Berry and sidewalk north but they are showing it as all sidewalk . <br /> The City will require payment in lieu of land dedication for purposes of public land dedication . <br /> A public park trail will be constructed by the developer along the southern portion of the <br /> development which will connect the existing trail in Foxborough and Preserve . The <br /> construction costs of the trail will be subtracted from the total payment in lieu . The outlots will <br /> be deeded to the City but are in addition to the park land dedication . <br /> 4 <br />
