Park Board Meeting — January 6 , 2014 <br /> Minutes <br /> 6 . NEW BUSINESS : <br /> 6a . REVIEW NORTHPOINTE DEVELOPMENT : <br /> Rick said Northpointe is a residential development located west of Interstate 35E and south of <br /> Cedar Street with potential for 228 single family detached homes and an 85 unit multi -family <br /> 55 + complex . The Resource Management System Plan identifies the following needs in the <br /> area : <br /> ® Future neighborhood park <br /> 0 Trails <br /> • Greenway system <br /> • Designated bike route along CSAH 54 ( 20th Avenue ) <br /> The Northpointe development addresses the elements of a neighborhood park, trails and <br /> greenway system . The greenway system extends along the southeast quadrant of the site <br /> which coincides with the existing floodplain , drainage ditch and wetland areas and will be <br /> protected with dedicated easements . The Transportation Plan indicates a designated bike <br /> route along CSAH 54 , which right of way is being dedicated for ( but not constructed ) . <br /> Park Dedication will consist of a combination of land dedication and cash . The proposal <br /> dedicates 5 . 04 acres of parkland . A trail is also proposed which extends from the southeast <br /> through the wetland and park to the north to Cedar Street West . The construction costs of the <br /> trail will be credited from the total payment . The park land will be deeded to the City . <br /> Preliminary Public Land Dedication calculations are as follows . <br /> 313 units x $ 2 , 500 per unit $ 782 , 500 <br /> Less land dedication credit - 114 , 200 <br /> Remaining Balance $ 668 , 300 <br /> Less Trail Construction TBD <br /> Discussion points for Park Board : <br /> 1 . Should the trail be constructed through Outlot & Westland Area with initial phases of <br /> development or should City collect fees now and construct later ( Depicted in dotted <br /> orange ) ? After discussion the Board felt the trail should not be developed and that the <br /> City should collect the park dedication fees . <br /> 2 . The trail show along lots ( Block 6 & 8 ) currently planned as sidewalk . <br /> 3 . Staff has suggested sidewalks along Street C and Street B . Should there also be sidewalk <br /> along Street E ? The Park Board thought the entire segment of Street E between Street C <br /> and Street B should be sidewalk . <br /> 3 <br />
