10 <br />park. The Plan indicates a Future Neighborhood Park centrally located within the service <br />area. <br /> <br />The Park Board reviewed the concept plan on November 1, 2023. The Board <br />recommended a 100% cash dedication in lieu of dedicating land for a neighborhood park. <br />The cash dedication could be utilized for trails, providing leisure opportunities at Lino <br />Lakes Elementary, and making enhancements to Arena Acres Park. <br /> <br />Staff Comments: <br /> <br />1. The multi-functional greenway corridor shall incorporate trails and open space <br />into the development. The trail shall extend from the existing trail in Natures <br />Refuge around the north side of the pond in Outlot B, Natures Refuge and <br />throughout Natures Refuge North and eventually connect to Andall Street. <br />2. A public value gained with a PUD is more fees collected through negotiated <br />parkland dedication. Typically in a PUD, only parkland dedication and trail <br />construction costs are credited back to the developer. The actual land costs of the <br />20ft wide trail corridor land is not credited back to the developer. This results in <br />more parkland dedication fees collected by the City to be utilized in developing <br />the park system. For example, in Natures Refuge approximately 2,350lf of trail <br />were constructed. The approximate one (1) acre trail corridor (2,350lf x 20ft <br />wide) is valued at approximately $50,000 that the City was able to collect and not <br />credit back to the developer. <br />Tree Preservation and Landscaping <br /> <br />A Tree Preservation Plan and Landscape Plan in compliance with Section 1007.043 (17), <br />Required Screening, Landscaping and Buffer Yards shall be submitted. Additional <br />landscaping may be required as a condition of the PUD. <br /> <br />Traditional/Conventional Development vs Conservation Development <br /> <br />A traditional or conventional development uses the standard zoning district requirements <br />that can result in a street grid development. <br /> <br />Per City Code Section 1007.007: Subdivision Ordinance Definitions <br /> <br />CONSERVATION DEVELOPMENT. The development pattern and technique whereby <br />lots are arranged in closely related groups to preserve the natural amenities of the land <br />through the creation of common open space. <br /> <br />Per City Code Section 1001.026: <br /> <br />(4) Yield plan. If the project includes a conservation subdivision or planned unit <br />development, the applicant shall submit a yield plan showing the maximum number of <br />dwelling units that would be permitted given the minimum lot size and lot widths for
