9 <br />1. Standard drainage and utility easements at least 10 feet wide shall be provided <br />along all lot lines. <br />2. Drainage and utility easements shall also be dedicated over stormwater <br />management facilities. <br />3. Oversized easements for stormwater management may not be included in the <br />minimum established lot size. <br />4. Conservation easements and wetland buffers shall be required over wetlands and <br />greenway corridors. <br /> <br />Stormwater Management and Erosion and Sediment Control <br /> <br />The concept plan shows several stormwater management facilities, ponds, and wetlands <br />throughout the development creating a multi-functional greenway corridor. <br /> <br />Staff Comments: <br /> <br />1. Street D should be flipped to the north and a larger open space/stormwater pond <br />created in the southeast quadrant of the site. This will result in more buffer <br />protections to the Woolan Park wetland complex and less tree impacts and <br />mitigation in the northeast quadrant. <br />2. The multi-functional greenway corridor shall incorporate trails and open space <br />into the development. The trail shall extend from the existing trail in Natures <br />Refuge around the north side of the pond in Outlot B, Natures Refuge and <br />throughout Natures Refuge North and eventually connect to Andall Street. <br /> <br />Utilities <br /> <br />Public water, sanitary and storm sewer utilities will be installed within the development. <br />Water and sanitary will extend north along Haywood Drive. <br /> <br />The site is located in Sanitary Sewer District 2 (Sub-district 2K). Flow is collected <br />southward to MCES Meter M211 and Gravity Interceptor 8361 along North Road which <br />passes southwest through Circle Pines. <br /> <br />PID# 05-31-22-42-0003 is located in Utility Staging Area 1A (2018-2025) and PID#05- <br />31-22-13-0001 is located in 1B (2025-2030). By resolution, the Council may move the <br />one (1) parcel from Stage 1B (2025-2030) to Stage 1A (2018-2025). <br /> <br />Municipal sanitary sewer and water also gets extended closer the Olive and Orange Street <br />neighborhood which are smaller (<0.5 acre) lots on private septic systems and wells. <br /> <br />Parks, Greenways and Trail Plan <br /> <br />Per the City’s 2040 Parks, Greenways and Trails Plan, this development is within the <br />Arena Acres and Wollan Park service areas. Arena Acres is a smaller 1 acre <br />neighborhood park. Wollan’s Park is an 18 acre open space wetland and not an active
