CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6D <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: November 13, 2023 <br /> <br />TOPIC: Consider Resolution No. 23-117 Approving Joint Powers <br />Agreement with Anoka County for Improvements at the <br />Intersection of CSAH 14 (Main Street) and CR 53 (Sunset Avenue) <br /> <br />VOTE REQUIRED: 3/5 <br />______________________________________________________________________________ <br /> <br />INTRODUCTION <br /> <br />Staff is requesting approval of the Joint Powers Agreement with Anoka County for <br />improvements to the CSAH 14 and CR 53 Intersection. <br /> <br />BACKGROUND <br /> <br />Anoka County is proposing improvements to the intersection of County State Aid Highway 14 <br />(Main Street) and County Road 53 (Sunset Ave.) in 2024. Nearly 12,800 vehicles use this <br />intersection each day. The intersection has a history of accidents, including right angle, rear- <br />end and run off the road crashes. <br /> <br />Both virtual and in person open houses where held in January of 2023 to obtain public <br />comment on the proposed improvements. The improvements generally include the <br />construction of a roundabout (RAB), storm water quality improvements and lighting. <br /> <br />While the intersection is identified as a Gateway in the City’s 2040 Comprehensive Plan no RAB <br />landscaping or city identification improvements are proposed at this time. No water main <br />services are currently available to service any landscaping of the roundabout. The project does <br />include service conduits for future power and water to the RAB. The city has also included a <br />casing pipe for future water main extension to the north side of Main Street. <br /> <br />The overall project cost is estimated to be $2,157,278. With the City’s support the County was able to <br />receive $1,600,000 in federal funding for the project. <br /> <br /> <br />172
