DEVELOP CRISIS COMMUNICATIONS PROTOCOLS <br /> The Axtell Group will work closely with city leaders to put in place <br /> communications channels the agency can use before, during and after a crisis to <br /> share critically important public safety and agency information on a regular and <br /> timely basis: <br /> Identify Key Stakeholders and Audiences: We'll work with city <br /> leaders and personnel to identify key stakeholders and audience groups and <br /> develop a comprehensive contact list for each. This information will prove <br /> critically important in sharing timely, mission-critical information during crises. <br /> Develop Internal Communications Procedures: We'll review current internal <br /> communications channels, frequency of messaging and the effectiveness of <br /> efforts to inform, educate and engage. Findings from this review will be used to <br /> develop internal communications procedures that allow for both regular, <br /> consistent information sharing and time-sensitive information during crises. <br /> Develop External Communications Procedures : In times of internal crisis, <br /> being prepared to communicate externally — to release timely and accurate <br /> public safety information, respond to data practices requests (Minnesota State <br /> Statute 13.82), correct misinformation, address rumors and/or reassure the <br /> community — matters more than ever. The Axtell Group will work with the Lino <br /> Lakes Public Safety Department to develop external communications <br /> procedures that allow the agency to publicly share critically important <br /> information in a timely and confident manner. <br />These steps will inform the development of a comprehensive, actionable <br />Organizational Crisis Response Plan. <br />Scope of work, continued <br />5 <br />154
